Summary
The Manager, State Growth & Government Outreach drives Hitachi's growth across priority U.S. states by integrating government engagement, policy insight, market intelligence, and business development into a unified state growth strategy.


This role serves as a strategic liaison between government stakeholders and Hitachi business units, helping identify, develop, and advance opportunities that support long-term growth objectives. The position also provides executive reporting, pipeline management, and stakeholder engagement support to ensure alignment across Hitachi Group companies.


Responsibilities
Government Relations & Strategy
    Build relationships with governors' offices, state agencies, economic development organizations, and local government leaders.
    Monitor policy, regulatory, funding, and economic development trends impacting Hitachi businesses.
    Align government engagement strategies and messaging across Hitachi Group companies.
    Identify emerging public-sector opportunities that support growth initiatives.
State Growth & Business Development
    Partner with Hitachi business units to identify, shape, and advance growth opportunities across priority states.
    Support infrastructure, energy, mobility, digital, manufacturing, and government-funded initiatives.
    Develop state engagement plans and recommend priority markets based on growth potential, funding availability, and strategic alignment.
    Facilitate connections with key government, industry, and economic development stakeholders.
Pipeline Management & Business Intelligence
    Manage and track a portfolio of state-level opportunities through Salesforce and other approved systems.
    Monitor pipeline performance, stakeholder engagement, and strategic growth initiatives.
    Provide data-driven insights, KPI reporting, and recommendations to leadership.
Executive Reporting & Communications
    Prepare executive briefings, strategic updates, leadership reports, and stakeholder communications.
    Develop concise summaries of business opportunities, policy developments, and growth initiatives.
    Coordinate reporting and information sharing across Hitachi Group companies.
Stakeholder Engagement
    Lead strategic events, including Hitachi Day and executive engagement activities in priority states.
    Represent Hitachi at government, economic development, and industry forums.
    Support executive visits and relationship-building activities with public-sector leaders.
Qualifications / Requirements
    8-10+ years of experience in government affairs, public policy, economic development, business development, or state/local government relations. 
    Proven success building relationships with government leaders, economic development organizations, and public-sector stakeholders. 
    Strong understanding of how government engagement drives business growth, market access, investment, and strategic partnerships. 
    Experience supporting infrastructure, energy, transportation, digital, manufacturing, or technology-related initiatives preferred. 
    Demonstrated ability to work across diverse business units and functions while managing strategic opportunities, CRM systems (Salesforce preferred), and executive reporting. 
    Strong analytical, communication, presentation, and stakeholder management skills, with the ability to translate policy and market developments into actionable business insights. 
    Highly organized, able to manage multiple priorities in a fast-paced environment, and willing to travel as needed to support growth initiatives.
For California only (as required by California's Pay Transparency for Pay Equity Act (SB 1162): A good faith estimate of the expected salary for this position in our California office salary range that the employer reasonably expects to pay for the position upon hire is 126,648 - 158,310. Pay is determined based on a variety of factors including, but not limited to, depth of experience in the practice area. Employees are eligible to participate in Hitachi America's variable pay program, subject to the program's conditions and restrictions.
For residents of New York, Washington, Ohio and Illinois as required under applicable pay transparency laws, the expected base salary for this position if filled remotely is 101,318 - 126,648. Pay is determined based on a variety of factors including, but not limited to, depth of experience in the practice area. Employees are eligible to participate in Hitachi America's variable pay program, subject to the program's conditions and restrictions.
