Grade: 26 FLSA Status Exempt This position will remain open until filled. This position may offer the ability to work remotely, within Arizona, based upon the agency's business needs and continual meeting of expected performance measures.   
Job Summary:

The RHTP Senior Report Developer, reporting to the Evaluation and Data Manager, will provide advanced analytical and operational support for the RHTP program, focusing on process optimization, data-driven decision-making, and compliance alignment. This role will help develop and maintain dashboards, analyze program performance metrics, and identify operational efficiencies to ensure timely achievement of CMS strategic priorities, including support to fiscal teams. The analyst will also support risk assessments and contribute to quarterly and annual reporting, ensuring that program activities remain audit-ready and aligned with federal requirements. In coordination with the Evaluation and Data Manager, the analyst will provide technical assistance to the full spectrum of RHTP stakeholders. This position is critical for translating complex data into actionable insights that inform leadership decisions and improve program outcomes, and is commensurate with the magnitude of the anticipated RHTP award.
This position is grant funded and may be eliminated based on the availability of funding. Arizona's Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of the financial assistance award totaling $166,998,955.92 with 100 percent funded by CMS/HHS. The contents are those of the author(s) and do not necessarily represent the official views of, nor endorsement, by CMS/HHS, or the U.S. Government.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties:

Major duties and responsibilities include but are not limited to:
Data Analysis & Insight Generation: Analyze complex datasets to identify trends, risks, and opportunities, and translate findings into actionable insights that inform leadership decision-making and strategic priorities.
Dashboard Development & Performance Monitoring: Develop, maintain, and enhance dashboards and reporting tools to monitor program performance, key metrics, and overall progress against program goals.
Reporting & Audit Compliance: Prepare and support quarterly and annual reports, ensuring all reporting, documentation, and analyses are accurate, audit-ready, and compliant with federal regulations (e.g., CMS, HHS, 2 CFR Part 200).
Data Governance & Validation: Collaborate with the Evaluation & Data Manager to ensure data integrity, validation, and consistency across systems, supporting reliable performance measurement frameworks.
Cross-Functional Collaboration & Technical Assistance: Partner with fiscal, compliance, and program teams to align financial and performance data, and provide technical assistance to stakeholders on data, reporting, and performance requirements.
Risk Management & Continuous Improvement: Support risk assessments, identify process improvement opportunities, and contribute to continuous improvement initiatives to enhance operational efficiency and program effectiveness.
Other duties as assigned as related to the position (typically 5% - 10%)

Qualifications:

Minimum:
Bachelor's degree in Mathematics, Statistics, Economics, Finance or healthcare related discipline and/or 2 years of experience in business analysis or equivalent. Experience working with Federal/State grants reporting and/or healthcare data including but not limited to medical claims data at a medical insurance company or equivalent work history at a State or Federal level for these programs. Experience querying, summarizing, and manipulating data using tools such as SQL, SAS, Python, R, Machine Learning, Cognos or PowerBI.
Preferred:
Master's degree in Mathematics, Statistics, Economics, Finance or healthcare related discipline. Experience preparing/ presenting dashboards and data using a data visualization tool such as PowerBI. Experience clearly explaining complex methodologies and present findings and recommendations to both technical and non-technical audiences.

Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
