JOB SUMMARY:
The Arizona Public Safety Personnel Retirement System (PSPRS) is currently seeking qualified candidates for the position of Applications Development Manager. The Applications Development Manager will Lead IT Development and Production Support in a highly transformative organization. Responsible for architecture, development, enhancement and maintenance of critical systems to meet agency objectives. Senior technical authority and business liaison. Continuously improve agile process, SDLC automation and production support. Demonstrated superior communication and relationship building skills. Represent Development in IR, BC/DR and Cyber Security. Attract and retain the respect and confidence of your staff, management and clients.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

MAJOR RESPONSIBILTIES/FUNCTIONS

  • Lead IT Developers and DBA's to ensure projects, maintenance and enhancements are completed to business satisfaction in a timely manner.
  • Engage in and lead collaborative and productive discussions and negotiations with the team, the business, and outside resources.
  • Effectively supervise assigned staff.
  • Serve as a senior technical resource in system architecture, development and procedures.
  • Lead and encourage collaboration with other teams across IT and the business.
  • Up-skill yourself and your team to meet current and future business needs.
  • Report to, and represent the IT Development - Senior Manager.
  • Build a culture of respect, accountability, transparency and performance.
  • Maintain the superior reputation of IT Development.
  • Participate in strategic planning with IT Leadership.
  • Identify and resolve gaps and resource constraints impacting desired goals.
  • Eagerly engage in new challenges and opportunities. (This position requires an inquisitive individual who is willing to take responsibility, lead cross-functional teams and deliver.)
  • Consult with business and product owners across the agency to determine current fixes, enhancements and future requirements.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Agile/Scrum methodology strongly desired.
  • Project management, business analysis, requirements gathering strongly desired.
  • SQL and database working knowledge desired.
  • Knowledge of public pension systems, finance, accounting, investments a plus.
  • Jira, Amazon Workspaces, and Azure a plus.
  • Jasper Reports a plus.
  • Technical writing a plus.

Skill in:

  • Strong Java, Spring, Microservice, SQL and Python design and development skills.
  • Cloud, AI and application architecture strongly desired.

Selective Preference(s):

A four-year technical degree is preferred, but not essential. We will consider desirable candidates with equivalent engineering or management experience.
Five or more years experience managing application development and or production support teams.
