Agile Business Concepts is seeking a highly motivated and results-driven Director of Business Development, Capture & Strategic Growth to lead the company's federal growth strategy, opportunity pipeline development, capture management, and strategic partnerships. This individual will play a critical role in identifying, qualifying, capturing, and winning new business opportunities across the Department of Defense (DoD), Intelligence Community (IC), Federal Civilian Agencies, and other government customers.

The ideal candidate will possess extensive knowledge of the federal contracting environment, acquisition lifecycle, government procurement processes, and competitive capture strategies. The successful candidate will have a proven track record of building and managing a qualified pipeline, developing customer relationships, leading capture efforts, and contributing to contract wins.

Key Responsibilities

  • Lead business development and capture activities from opportunity identification through contract award.
  • Develop and maintain a qualified pipeline of federal opportunities aligned with the company's strategic growth objectives.
  • Build and maintain relationships with government customers, contracting officers, program managers, industry partners, and key decision-makers.
  • Identify and qualify opportunities through GovWin, SAM.gov, agency forecasts, industry days, customer meetings, and market intelligence.
  • Lead capture strategies, competitive assessments, teaming arrangements, and win plans for targeted opportunities.
  • Collaborate with executive leadership, proposal teams, recruiting, and operations personnel to develop winning solutions.
  • Support proposal development efforts, including staffing strategies, key personnel identification, pricing discussions, and customer engagement plans.
  • Establish strategic partnerships, mentor-protégé relationships, joint ventures, and subcontracting opportunities.
  • Maintain accurate pipeline forecasting, opportunity tracking, and growth reporting.
  • Represent the company at industry conferences, networking events, government briefings, and customer meetings.

Required Qualifications

  • Bachelor's Degree or equivalent military and professional experience.
  • Minimum of 10+ years of Business Development, Capture Management, Program Management, or Federal Growth experience.
  • Demonstrated success identifying and capturing federal government opportunities.
  • Strong understanding of Federal Acquisition Regulations (FAR), DFARS, government procurement processes, and contract vehicles.
  • Experience supporting opportunities within the DoD, Intelligence Community, Federal Civilian agencies, or Homeland Security organizations.
  • Proven experience building and managing multi-million-dollar opportunity pipelines.
  • Strong knowledge of GovWin, SAM.gov, GSA schedules, IDIQs, BPAs, GWACs, and federal acquisition strategies.
  • Excellent communication, presentation, negotiation, and relationship-building skills.
  • Ability to develop teaming strategies and establish strategic industry partnerships.

Preferred Qualifications

  • Former military officer, senior enlisted leader, government civilian, acquisition professional, or defense industry executive.
  • Existing relationships within the Department of Defense, Intelligence Community, Air Force, Army, Navy, Marine Corps, DHS, DOJ, State Department, or other federal agencies.
  • Experience supporting small business growth initiatives, including 8(a), SDVOSB, WOSB, and mentor-protégé programs.
