Job description

Responsible for managing 50 states and Puerto Rico, local and federal payroll tax compliance, planning, and payroll processing. 
· The functions include monitoring the grants for compliance with federal and state regulations, and providing technical assistance to various internal and external stakeholders. 
· Responsible for ensuring federal compliance with grant requirements, compliance with all federal reporting, and entering all relevant information into PeopleSoft. 
· Serves as the subject matter expert for tax considerations related to taxation of wages, executive and equity compensation, fringe benefits, labor law changes, state and local mandates, and payroll reporting. 
· Manages all Payroll functions, Payroll Tax, and Compliance. 
· Manages all 50 states plus Puerto Rico payroll, employment tax, and W-2 compliance, ensuring that all appropriate tax returns and payments are made on time, including state tax setups. Ensures that 2000 employees are paid accurately and timely while maintaining SOX, federal, state, and local compliance. 
· Prepares all tax filings, payments, and reconciliations bi-weekly and monthly and any inquiries from federal, state, or local labor and tax agencies. 
· Research federal, state, and local laws/regulations related to FLSA, payroll tax, and benefits, and partner with Legal, Accounting, and People Services in implementing and administering plans to ensure compliance. 
· Ensures the department is compliant with SOX policies and procedures. 
· Demonstrates and executes effective planning and project management 
· Manage the review and testing of payroll software tax updates, earnings, and deduction code setups and update unemployment tax rates in payroll software 
· Reconciles GL tax accounts and prepares related journal entries for the accounting department every month 
· Responds to inquiries and notices from the federal, state, and local labor and tax agencies on payroll-related issues; ensure compliance with all such laws. 
· Assumes the lead role in federal and state agency audits; files amended returns as needed 
· Assists with Biweekly Payroll Processing. 
· Interprets and explains complex payroll tax information to all levels of the organization 
· Develops reports in Query Studio/Business Intelligence and performs data analysis as needed. 
· Provides teaching, developing, and mentoring to Payroll Team 
· Improves technical competence, keeps up to date on developments and technical issues, and applies them to UTI 
· Reviews and challenges current payroll and payroll tax procedures; apply continuous improvement methods to streamline processes and mitigate risk with sound and informed application of tax and labor laws 
· Establish/maintain a high-performance team of professional, motivated, and engaged staff utilizing effective training, performance management, and career-development activities while leading them to achieve established business results and performance metrics. 
· Recognizes and rewards employee contributions and achievements.
