Job description

Summary
This position is located in the Social Security Administration's (SSA) Office of the Inspector General (OIG), Office of Information Technology (OIT), Business Intelligence and Analytics Division (BIAD). The incumbent will be directly responsible for meeting the statutory mission of promoting economy, efficiency, and effectiveness in the administration of SSA programs and operations and to prevent and detect fraud, waste, abuse, and mismanagement in programs and operations.

Duties
Help
  • Serves as Data Scientist in OIG/OIT/BIAD. Examples of responsibilities include, but are not limited to:
  • Develops, coordinates, and executes data analysis requirements that require technical expertise across the data life cycle (i.e., data collection, ingestion, storage, modeling, access, integration, analysis and decision support).
  • Conducts analyses using tools and programming languages such as Excel, SQL, Enterprise Data Warehouse, and Amazon Web Services (AWS) platforms to explore and organize data, test hypotheses, predict outcomes, and support informed decisions.
  • Develops and implements advanced systems for the Agency data management program. These systems are being designed, or redesigned, to utilize new technology such as Amazon Web Services.
  • Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, and consultations. Regularly provides authoritative advisory discussions with leadership, supervisors, customers, and co-workers.
  • Uses appropriate analytical and statistical software to prepare data for analysis by cleaning, validating, and transforming imperfect datasets using techniques such as probabilistic record matching and imputation of missing values.
  • Translates analytical results into clear, actionable insights that enable decision-makers to make informed, data-driven decisions regarding digital product development and scientific strategy.
  • Develops and implements advanced systems for the Agency data management program. Designs and implements machine learning models, including generative AI and agentic AI solutions, to support business objectives.

HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements.
Applicants must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include three out of the four following elements:
  1. Experience in machine learning and predictive modeling, including developing, evaluating, and applying analytically models to identify trends and support data-driven decisions.
  2. Skill in data analytics and statistical analysis, using quantitive methods to uncover insights, measure performance, and solve complex business problems.
  3. Experience in at least one of the following areas: programming and data analysis, including Python, SAS or SQL, including the ability to manipulate data and develop data pipelines to prepare and transform data for analysis.
  4. Experience in data visualization and business intelligence, creating dashboards and analytical reports using tools such as QuickSight.

Additionally, applicants must meet the following Individual Occupational Requirement (IOR):
  1. A degree in mathematics, statistics, computer science, data science or field directly related to the position.Note: The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
    OR
  2. A combination of education and experience. Note: Courses must be equivalent to a major field of study (30 semester hours) as shown in option 1 above, plus additional education or appropriate experience.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.
