Job description

WHO WE ARE We are the Metropolitan Council, the regional government for the seven-county Twin Cities metropolitan area. We plan 30 years ahead for the metropolitan area and provide regional transportation, wastewater, and housing services. More information about us is on our website.

Our 140 team members provide technology, practices, and innovative solutions that enable the Council's core services.

How your work would contribute to our organization and the Twin Cities region: Octave Technical Lead would provide technical leadership for the implementation, integration, support, and continuous improvement of the Hexagon Octave platform. This role will serve as the primary technical resource responsible for solution architecture, application configuration, integrations, data management, technical and production support. The ideal candidate combines deep Hexagon Octave expertise with strong leadership, stakeholder engagement, and enterprise application delivery experience.

This individual will partner closely with business stakeholders, implementation partners, IT teams, and vendors to ensure successful deployment and long-term operational excellence of the platform. This position is eligible for a hybrid telework arrangement (both remote and onsite). Candidate's permanent residence must be in Minnesota or Wisconsin.

This posting will create a six-month eligibility list for current and future openings. What you would do in this job Technical Leadership Serve as the technical lead for Hexagon Octave implementation and support activities. Define solution architecture, technical standards, and best practices.

Provide technical direction to internal teams, consultants, and implementation partners. Lead technical design reviews and solution validation activities. Ensure alignment with enterprise architecture standards.

Implementation Leadership Lead technical workstreams throughout the implementation lifecycle. Support requirements gathering, solution design, configuration, testing, deployment, and cutover activities. Evaluate technical impacts of business requirements and proposed solution changes.

Drive issue resolution and technical decision-making during implementation. Coordinate technical deliverables across multiple teams and vendors. Integration & Data Management Design and oversee integrations between Hexagon Octave and enterprise systems.

Lead interface design, API integration, middleware coordination, and data exchange processes. Develop data migration strategies and oversee data conversion activities. Ensure data quality, integrity, and governance throughout the implementation.

Support integration testing and end-to-end validation. Application Support & Operations Provide technical oversight for production support activities. Manage incident resolution, root cause analysis, and system performance improvements.

Lead application upgrades, patches, and release management activities. Monitor system health, reliability, and performance. Establish support processes, documentation, and knowledge transfer plans.

Vendor & Stakeholder Management Act as the primary technical liaison with Hexagon and implementation partners. Review vendor deliverables and technical recommendations. Communicate technical risks, issues, and mitigation plans to leadership.

Partner with business stakeholders to align technical solutions with operational needs. Continuous Improvement Establish technical processes and architecture reviews. Identify opportunities to optimize system capabilities and business processes.

Drive continuous improvement initiatives and platform adoption. What education and experience are required for this job (minimum qualifications) Any of the following combinations in completed education (degree field of study in Computer Science, Information Systems, or related technical field) and experience in software engineering: High school diploma/GED with ten years of experience Associate degree with eight years of experience Bachelor's degree with six years of experience Master's degree with four years of experience What additional skills and experience would be helpful in this job (desired qualifications): Direct experience with Hexagon solutions and operational technology platforms. Experience integrating enterprise applications with ERP, GIS, EAM, SCADA, or operational systems.

Cloud platform experience. 7+ years of enterprise application implementation and support experience. 3+ years hands-on experience implementing or supporting Hexagon Octave.

Experience leading Hexagon Octave software implementations. Strong understanding of system integrations, APIs, middleware, and data architecture. Experience with data migration, data governance, and data quality processes.

Experience working with technical teams, consultants, and vendors. Experience working with diverse populations of internal and external customers What knowledge, skills, and abilities you should have within the first six months on the job: Successfully lead the technical implementation of Hexagon Octave. Establish stable integrations with enterprise systems.

Deliver high-quality data migration and system readiness. Build sustainable support and operational processes. Reduce implementation risks through strong technical governance.

Become the trusted technical advisor for the platform across the organization. If the result of the record check reveals criminal convictions, the nature and circumstances of those convictions will be reviewed by the Metropolitan Transit Police Department and/or the Minnesota Bureau of Criminal Apprehension to determine if access to Criminal Justice Information would be permissible

If it is determined that access to Criminal Justice Information would not be permissible, the candidate will no longer be eligible for this position. If you are new to the Metropolitan Council, you must pass a background check, which verifies education, employment, and criminal history. If you have a criminal conviction, you do not automatically fail.
