Job description

The Data Governance Lead position requires extensive experience leading data governance work, including direct experience establishing a governance function where none existed. Relevant experience includes data quality frameworks, metadata and catalog work, and work in regulated or public-sector environments.


  • Develop, implement, and maintain the organization’s data governance framework, operating model, policies, standards, and procedures.
  • Define data ownership and stewardship roles and coordinate the activities of data owners, data stewards, and governance councils.
  • Establish and maintain a business glossary, data catalog, metadata repository, and consistent data definitions.
  • Develop data-quality rules, validation controls, exception thresholds, monitoring processes, and remediation procedures.
  • Identify and govern critical data elements and prioritize important data assets and domains.
  • Establish processes for documenting data lineage and tracking data from source systems through reporting and analytics.
  • Monitor compliance with data-governance policies and applicable privacy, security, retention, and regulatory requirements.

Required:

  • Direct experience leading data governance work rather than only advising on it.
  • Direct experience establishing a data governance function where none existed.
  • Experience designing data quality frameworks, including rule-based validation, exception thresholds, monitoring, and the identification and definition of critical data elements.
  • Hands-on experience building a business glossary and data catalog and defining the process that keeps them current.
  • Experience in government, pension, insurance, banking, or another environment with audit and compliance exposure.
  • Based in the United States and able to work Pacific business hours.

Preferred:

  • Public retirement system experience.
  • Knowledge of the data catalog and governance tooling market sufficient to guide requirements definition and vendor selection.
  • Training design and delivery experience, including train-the-trainer, job aids, and recorded materials.
  • Change management experience in an organization where staff are taking on data steward duties for the first time.
  • Familiarity with pension administration systems, financial systems such as Microsoft Dynamics Business Central, or reporting layers such as Power BI.

Education/Training (Required):

  • Certified Data Management Professional (CDMP) from DAMA International.
    • Practitioner level or above preferred.
    • Associate level is acceptable when paired with substantial hands-on experience.
    • An equivalent recognized credential may be considered and assessed.
