About the Department:
Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region:
The Enterprise Resource Planning (ERP) Technical Manager will lead our ERP Technical Team and oversee the strategy, implementation, support, optimization, and modernization of our enterprise resource planning environment. This leadership role will be responsible for managing ERP resources, driving ERP transformation initiatives, and ensuring the successful delivery of complex projects including cloud deployments, integrations, upgrades, and migration from legacy ERP systems to a modern ERP platform. This individual will serve as a key partner to business and technology leaders, helping align ERP capabilities with organizational goals and future growth strategies.
Note: This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.
What you would do in this job
ERP Leadership & Team Management
  • Lead, mentor, and develop a high-performing ERP technical team consisting of ERP developers, analysts, administrators, and integration specialists.
  • Establish priorities, allocate resources, and oversee project execution across multiple ERP initiatives.
  • Develop and maintain ERP governance, standards, and best practices.
  • Foster strong partnerships with business stakeholders to understand operational requirements and translate them into technology solutions.
  • Manage vendor relationships, implementation partners, and third-party consultants.

ERP Strategy & Transformation
  • Execute the organization's ERP roadmap, ensuring alignment with business objectives and digital transformation goals.
  • Evaluate existing ERP capabilities and identify opportunities for process improvement, automation, and modernization.
  • Work on the ERP platform selection, implementation, and optimization initiatives.
  • Provide strategic guidance regarding ERP architecture, cloud adoption, and enterprise application integration.

ERP Migration & Modernization
  • Lead enterprise-wide ERP migration initiatives, including transitioning from legacy ERP platforms to modern cloud-based ERP solutions.
  • Develop migration strategies covering business process redesign, system configuration, data conversion, testing, training, cutover planning, and post-go-live support.
  • Manage ERP replacement projects from initial assessment through implementation and stabilization.
  • Ensure business continuity during ERP transition activities while minimizing operational disruption.
  • Oversee legacy system decommissioning, data retention, archiving, and compliance requirements.
  • Drive organizational change management and user adoption efforts throughout ERP transformation projects.

Cloud Deployments & Integrations
  • Lead ERP cloud deployment projects, ensuring scalability, security, performance, and reliability.
  • Experience with SaaS products and vendor management
  • Oversee the design and implementation of ERP integrations with enterprise applications, third-party systems, APIs, middleware platforms, and cloud services.
  • Ensure integration architecture supports future business growth and technology initiatives.
  • Collaborate with infrastructure, security, and application teams to maintain a secure and highly available ERP ecosystem.

Data Migration & Governance
  • Lead data migration activities including data extraction, cleansing, mapping, validation, reconciliation, and conversion.
  • Ensure data integrity throughout the ERP migration and implementation projects.
  • Manage testing strategies including system integration testing, user acceptance testing, and production readiness assessments.
  • Develop and execute ERP cutover and go-live plans.

Operational Support
  • Ensure ongoing ERP system availability, performance, security, and supportability.
  • Establish and monitor service level agreements (SLAs), KPIs, and operational metrics.
  • Oversee ERP upgrades, patch management, and continuous improvement initiatives.
  • Lead incident management and root cause analysis for critical ERP issues.

What education and experience are required for this job (minimum qualifications)
Any of the following combinations of education in Information Technology, Computer Science, Information Systems, Business Administration, or related field; AND progressive ERP work experience supporting, implementing, and optimizing ERP systems.
  • Bachelor's degree or higher and at least seven (7) years of experience, including three (3) years of management experience.

  • Associate's degree and at least nine (9) years of experience, including three (3) years of management experience.

  • High school diploma/GED and at least eleven (11) years of experience, including three (3 years of management experience.
Work experience must include the following:
  • Proven success leading full lifecycle ERP implementations and enterprise-wide ERP transformation initiatives.
  • Demonstrated experience migrating organizations from legacy ERP systems to new ERP platforms.
  • Strong experience with ERP cloud deployments and cloud-based ERP solutions.
  • Expertise in ERP integrations, APIs, middleware technologies, and enterprise application architecture.
  • Extensive experience managing complex data migration and conversion projects.
  • Strong project management, stakeholder management, and vendor management experience.
  • Excellent leadership, communication, organizational, and problem-solving skills.

What additional skills and experience would be helpful in this job (desired qualifications):
  • 8+ years of progressive ERP work experience supporting, implementing, and optimizing ERP systems.
  • 5+ years of experience managing ERP technical teams and enterprise application resources.
  • Experience with ERP platforms such as SAP S/4HANA, Oracle Fusion Cloud ERP.
  • Experience leading ERP replacement projects involving Finance, Supply Chain, Manufacturing, Procurement, Human Resources, and Customer Service functions.
  • Knowledge of enterprise integration platforms, cloud infrastructure, and modern application architectures.
  • Ability to incorporate the principles of inclusion, equity, and diversity into your daily work.

  • Knowledge of the various business units and what each unit does, their way of working, and their needs and requirements.

  • Knowledge of the portfolio of Apps supported by the team and across the Council and varied communities of the Council.

  • Skill in effectively managing and mentoring technical staff and senior team providing ways that promote and support success in their work, providing a helping hand through servant leadership.

  • Ability to deliver strategic guidance to all levels of leadership, across multiple divisions and business units of the Council.
  • Ability to multi-task diverse projects and their regulatory aspects and budget constraints and how they affect the team's workload and backlog.
