Job description

A1FED is seeking an experienced Instructional Systems Designer (ISD) to provide education and training mission support to the Defense Health Agency (DHA). This role involves supporting systems for the professional education of over 300,000 active duty, government service, and support personnel worldwide.
Core Responsibilities
  • Coordinate and facilitate subject-specific working groups for training development.
  • Develop detailed design documents and storyboards for web-based training, ensuring all content and information needed for successful course development is included.
  • Support subject-matter experts (SMEs) with the ADDIE process, adult learning theory, and multimedia best practices.
  • Coordinate outreach to library program development personnel to assess information resource usage trends and Military Treatment Facility (MTF) needs.
  • Develop and maintain standardized reporting for the Virtual Medical Library program.
  • Conduct comprehensive reviews of literature, research, and existing courses as assigned.
  • Plan and write briefs, reports, and white papers related to education and training.
  • Support the eLearning SME with LMS duties, such as communication with Joint Knowledge Online (JKO).
  • Assist with consolidating and presenting course evaluation data (e.g., end-of-course surveys) and other education and training analytics.

Additional Duties
  • Utilize ADDIE Model and Knowles Principles of Adult Learning Theory to develop or update engaging training materials.
  • Develop training standards and performance objectives.
  • Research, develop, and document training objectives, standards, and requirements.
  • Establish objectives, work projects, and recommend techniques and media for effective training delivery.
  • Gather client requirements to create effective instructional materials for various audiences.
  • Review and create DHA-grown storyboards prior to development and support gate reviews.
  • Conduct instruction delivery and facilitation of professional development topics to management-level personnel.
  • Conduct an Annual Training Program Evaluation to assist agency training representatives in evaluating training effectiveness and demonstrating value to stakeholders.
  • Assist in developing just-in-time training materials, audio-visual presentations, scheduling, and follow-up actions.
  • Collaborate with instructional designers, SMEs, e-learning developers, and editors to create system training materials.
  • Ensure 508 compliance for courseware and other training materials.
  • Develop Training Evaluation and Analytics using Kirkpatrick's Four Level Evaluation Model to create statistically valid evaluations and reports.

Skills and Technologies
  • Excellent written and oral communication skills.
  • Advanced proficiency in Microsoft Word, PowerPoint, and Excel.
  • Experience with SharePoint (strongly desired).
  • Proficiency in tools such as:

    • Asana

Qualifications
  • Bachelor's degree in a relevant field preferred
  • Minimum of 2 years of experience in the curriculum design space.

Clearance Requirement: Must be able to pass a DOD background investigation, current DOD background investigation preferred
