Overview
The Project Manager - Curriculum Design and Development Lead provides leadership and oversight for the design, development, and management of education and training curricula in support of the U.S. Department of Veterans Affairs (VA). This role is responsible for managing curriculum-related activities defined in the Performance Work Statement (PWS), ensuring instructional materials are engaging, effective, and aligned with VA mission requirements. The Curriculum Lead applies adult learning principles and instructional design best practices to support both classroom-based and self-paced learning environments.

Responsibilities
  • Lead and manage curriculum design and development efforts in accordance with PWS requirements
  • Oversee the creation, review, and maintenance of curriculum products, including course materials, scripts, exercises, classroom manuals, self-study guides, and other instructional aids
  • Apply adult learning methodologies and instructional design theories to ensure content promotes learner engagement and comprehension
  • Manage curriculum redesign initiatives to improve learning outcomes and align with evolving VA requirements
  • Coordinate curriculum development schedules, deliverables, and quality assurance activities
  • Collaborate with VA stakeholders and subject matter experts to validate instructional content and learning objectives
  • Ensure training content supports multiple delivery formats, including instructor-led, virtual, and e-learning environments
  • Track project performance and provide regular status updates and documentation to Government stakeholders
  • Ensure all contractor personnel maintain professional conduct and compliance with VA standards and policies
  • Other duties as assigned

Qualifications
  • Bachelor's degree in curriculum development or a closely related field
  • Minimum of five (5) years of relevant experience managing curriculum development projects as defined in the PWS
  • Demonstrated experience managing curriculum development programs, including:
    • Course materials and instructional scripts
    • Exercises and assessments
    • Classroom manuals, self-study guides, and other teaching aids
  • Proven experience in the design and redesign of education and training content to support learner engagement and understanding
  • Expertise in adult learning methodologies and instructional design principles
  • Experience with e-learning development, including instructional theories, models, and learning technologies
  • Strong written and verbal communication skills
  • Proficiency with office automation tools and content development software
  • All contractor personnel must meet VA Personal Security requirements
  • Personnel must maintain professional conduct that positively represents the VA
  • Due to the continuation of long-standing services, priority may be given to individuals who have previously supported this effort, contingent upon acceptable performance
