Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: at the full performance level, you will serve as a Engineering Technician (Civil). You will perform work involving the gathering, processing, analyzing, and evaluating of hydrographic and related survey data.

  • Perform work involving the gathering, processing, analyzing, and evaluating of hydrographic and related survey data.
  • Serve as primary VISA/GPC (Government Purchase Card) credit card purchaser for USACE River Engineering Section Memphis District using the Corps of Engineers Financial Management System (CEFMS).
  • Process requisitions from other employees and contacts vendors with orders, assuring that the price quotes are honored, no sales tax is charged, and that items are delivered within the time constraints.
  • Assist Channel Improvement Coordinator with compiling historical data, source documents, etc., to develop and explain information not otherwise readily available.
  • Apply technical knowledge to obtain quotes and equipment that meet the River Engineering Sections specifications and requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is situational telework only, including emergency and OPM prescribed "unscheduled telework." This is NOT a remote telework position. The duty station is Memphis, TN.
  • This position requires temporary duty (TDY) travel up to 25% of the time.
  • This position requires a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver 's License.

Qualifications
This is a developmental position in Engineering & Construction Division, Hydraulics & Hydrology Branch and may be filled at the GS-04 or GS-05. If selected at the GS-04 or GS-05 level, the target level for this assignment is a GS-08. The grade level selected will be based upon your qualifications. Non-Competitive promotion to the GS-08 may be effected provided you are sufficiently experienced, meet all requirements, and are performing the full scope of major duties.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications for the GS-04:
General and/or Specialized Experience: Six months of general experience (1) in any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with engineering AND six months of specialized experience which includes analyzing collected data to draft a report; process data obtained from electronic systems to support the development of plans and specifications, presentations, and other documentation; utilizing budgetary software to prepare reports, input schedules and funding, and assist with administrative functions; and managing credit card acquisitions, including obtaining quotes that meet specific requirements and insuring timely delivery. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03).

Education: Two years of education above the high school level.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages.
Minimum Qualifications for the GS-05:
Specialized Experience: One year of specialized experience which includes analyzing collected data to draft a report; process data obtained from electronic systems to support the development of plans and specifications, presentations, and other documentation; utilizing budgetary software to prepare reports, input schedules and funding, and assist with administrative functions; and managing credit card acquisitions, including obtaining quotes that meet specific requirements and insuring timely delivery. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
