Job description

Sparks Group, partnered with a renowned forward-thinking government contractor. The ideal Interim Director of Contracts & Procurement with minimum Active TS Clearance (ideally with SCI eligibility) will partner closely with executive leadership, program teams, finance, and marketing to proactively manage contracts and procurement processes company-wide. This role requires a well-rounded professional who brings deep expertise in government contracting along with strong client-facing, problem-solving, and decision-making capabilities. The ideal candidate has a comprehensive understanding of the full contract lifecycle, various contract types, and federal regulations, as well as hands-on experience navigating complex contracting processes and documentation requirements. Key Responsibilities
  • Lead and manage all phases of federal contracting, including proposals, cost volumes, pricing, negotiations, subcontracting, compliance, and contract closeouts.
  • Build, mentor, and oversee a geographically dispersed Contracts & Procurement team of up to 10 professionals.
  • Ensure compliance with FAR, DFARS, CMMC, CPSR, DCMA, and other government contracting regulations and requirements.
  • Support commercial product sales, reseller agreements, and procurement activities in accordance with FAR Part 12 and Part 13 guidelines.
  • Identify, assess, and mitigate contractual and business risks while developing policies, procedures, and best practices that drive operational excellence.

Key Requirements

  • Bachelor's degree required; MBA or advanced degree preferred.
  • Active Top Secret (TS) clearance with SCI eligibility required.
  • 15+ years of progressive experience in government contracts, procurement, and compliance leadership roles.
  • Extensive knowledge of FAR (ideally 12/13), DFARS, CPSR, DCMA, CMMC, and federal acquisition regulations, with experience supporting DoD and/or AFRL programs.
  • Proficiency with Deltek Costpoint (5+ years), strong business acumen, and demonstrated ability to lead, train, and influence cross-functional teams.

Preferred Qualifications

  • Experience with commercial products, reseller agreements, and procurement integrity requirements.
  • Proven success leading policy and procedure development initiatives.
  • Exceptional negotiation, communication, and stakeholder management skills.
  • Strong understanding of contract risk management and compliance oversight.
  • Advanced proficiency in Microsoft Office Suite and contract reporting tools.
