Job Responsibilities Oversees financial management activities for the Office of Information Technology, including budget development, expenditure tracking, financial forecasting, and reporting for IT programs and initiatives. Ensures compliance with federal, state, and departmental financial regulations, including oversight of grant-funded activities and adherence to federal grant requirements such as 2 CFR Part 200.

Develops and monitors annual and multi-year financial plans for IT operations, including vendor contracts, enterprise software licensing, cloud services, infrastructure investments, and staffing costs. Coordinates procurement, contracting, and purchasing activities within OIT to ensure transactions are processed timely and in accordance with DPH and State procurement policies and procedures. Reviews Statements of Work (SOWs), contract amendments, and funding requests to ensure financial alignment with approved budgets and funding sources.

Monitors vendor and contractor performance to ensure compliance with contractual terms and deliverables and approves contract payments based on completion of deliverables. Collaborates with DPH Finance, Procurement, HR, and program leadership to support financial planning, operational initiatives, and effective utilization of resources. Develops and maintains financial tracking tools, reports, and dashboards to support executive decision-making and improve visibility into IT spending and funding utilization.

Maintains financial documentation and internal controls to support audits, monitor reviews, and compliance with state and federal financial policies.Serves as backup Assistant Security Officer for PeopleSoft Financials, supporting system access management and financial system security administration. Performs other assignments as required. Minimum Qualifications High school diploma/GED and four (4) years of professional level experience related to the area of assignment

Preferred Qualifications (based on the needs of the position): At least 5 years of experience managing federal or state grant funding Experience with federal grant compliance requirements (2 CFR Part 200 - Uniform Guidance) Experience supporting CDC or public health grant funding streams Experience in enterprise IT financial management (software licensing, cloud services, infrastructure costs) Experience working with PeopleSoft, TeamWorks, or similar state financial systems Experience supporting financial audits and monitoring reviews Experience in State Government Financial operations Strong background in financial forecasting and multi-year budget planning Experience reviewing vendor contracts and procurement documents for financial alignment Additional competencies Strong analytical and financial reconciliation skills Ability to interpret and apply federal grant regulations Strong written and verbal communication skills Ability to translate financial data into executive-level summaries Highly organized with strong attention to detail Ability to manage multiple funding streams simultaneously Demonstrated ability to identify financial risks and recommend corrective action Strong collaboration skills across finance, IT, and program teams Other Information (various scheduling options, standard office hours, travel required, etc): The candidate selected for this position is required to collaborate with the team and participate in meetings. Standard work hours are 8:00 AM - 5:00 PM. This position follows a hybrid schedule requiring two (2) days per week in the office, subject to operational needs and supervisor approval.

Position requires coordination during peak grant reporting periods and fiscal year-end close. The use of physical activity breaks during the workday is authorized to support this philosophy and help employees meet their wellness goals.

A maximum of 30 minutes of physical activity may be allocated per workday, typically in the form of two 15-minute breaks or one 30-minute break.
