Job description

Resp & Qualifications

PURPOSE: 

This position leads and conducts proposal preparation, contract drafting and negotiation for goods and services to ensure stakeholder requirements are satisfied.  We are looking for an experienced professional to work remotely from within the greater Baltimore/Washington metropolitan area. The incumbent will be expected to come into a CareFirst location periodically for meetings, training and/or other business-related activities.
ESSENTIAL FUNCTIONS:

  • This position leads the end-to-end sourcing process of lower complexity sourcing initiatives: from requirements development to RFx development, supplier selection, supplier negotiations, and contract drafting, all in accordance with Corporate Purchasing Policies.  Responsible for working with business stakeholders, procurement management, and legal to frame and develop project objectives, requirements, and contracting objective prior to supplier engagement. Acts as primary contact with potential suppliers during the RFx, selection, and negotiation process. Leads supplier negotiations throughout RFx and contracting process to achieve optimal savings, value, and risk profile. Prepares and facilitates the progress of procurements through the RFx bid process including contract preparation, contract reviews with functional partners, and coordinates all phases of contract administration with legal up to contract signing and completion.
  • Implements the sourcing strategy and negotiation and redlining process with the supplier to draft contracts that accurately capture business, technical, and legal requirements (including contractual and purchase order documentation). Acts as liaison with business owner and supplier during negotiations on simple to medium contracts.   Works closely with legal and risk groups to ensure consistent communication and socialization of significant legal and risk issues throughout the negotiation process.  Ensures compliance with contractual requirements for Federal Employee Program and other state and local contracts specifically related to MBE/WBE requirements and reporting.
  • Analyzes and compares service and/or product offerings and specifications, investigates future renewal requirements and options, and resolves contract and invoice discrepancies. Manages existing contracts to anticipate and prepare for ongoing renewals. Provides other services related to the sourcing, contracting, and supplier management function as required.

QUALIFICATIONS:
Education Level: Bachelor's Degree in Business Administration or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Experience: 3 years experience in relevant functional assignment area e,g. (a technology or other procurement focus area).
Preferred Qualifications:

  • Ability to track technology trends.
  • Knowledge of the FAR.
  • Knowledge of Ariba or similar procurement automation tools.
  • Experience in managing the end-to-end sourcing process from requirements gathering through RFx and contracting.

Knowledge, Skills and Abilities (KSAs)

  • Ability to negotiate internally and externally to achieve required objectives and executes and implement contracts.
  • Good understanding or manufacturing, distribution and logistics.
  • Knowledge of sourcing systems and preferable e-sourcing technology.
  • Strong meeting management and facilitation skills.
  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Salary Range: 60,552 - 120,263
