Job description

Summary
This position serves a Management Analyst within the HEC, ESO of VHA Member Services. This position works under the direct supervision of Supervisory Management and Program Analyst within the Community Veterans Engagement Team (CVET) on the Communications, Research, and Outreach Scheduling team. The employee provides a variety of administrative, technical, analytical, and management and program support in fulfilling the mission of the VHA enrollment and eligibility outreach program.

The Management Analyst provides oversight reports, guidance, and monitoring of VISN eligibility. and enrollment programs at all VA Medical Centers (VAMCs) and VA Clinics performing Veteran eligibility and enrollment outreach functions within the assigned VISN. Advises, compiles, analyzes, and synthesizes VISN enrollment program performance data to identify strengths, weaknesses, and improvement opportunities. Incumbent serves as Subject Matter Expert (SME) for all matters related to Veteran eligibility and enrollment and provides technical guidance to VAMC enrollment outreach staff.
Major duties include but are not limited to:
  • Performs initial review of outreach reporting materials for style, emphasis, and editorial aspects before release.
  • Assess VHA outreach program management, legal, and other issues and related policy and program requirements utilizing knowledge and skill in organizational and interpersonal communications.
  • Identify actual or potential problem areas with enrollment and eligibility outreach, trends, significant program accomplishments and develop and recommend changes in program objectives to ensure sound utilization of resources.
  • Completes periodic reports on correspondence including presenting the outreach data weekly overdue/coming due report to ESO Leadership.
  • Analyzes nationwide outreach data, assess potential program cost savings by comparing operations and benefits to other internal/external outreach programs, compare and evaluate benefits provided by other programs and recommend changes in regulations and policy.
  • Prepares and organizes documentation and delivering briefings and presentations and present, orally and in writing, results of analyses and recommendations to operating and/or management officials.

Work Schedule: Full-time, 40 hours per week, Monday through Friday, 8 hour shift between 8:00am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
  • Specialized experience: Examples of specialized experience would typically include but are not limited to: Knowledge of standardized administrative practices and procedures to conduct studies of work processes, recommend solutions to work problems, including organizational design and structure, staffing, administrative practices and procedures or workload distribution; Skill in oral and written communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation, including the preparation and presentation of reports, proposals, charts and graphs; Knowledge and skill in utilizing various computer programs and systems for the efficient necessary functions of communicating information; tracking, managing, accessing and analyzing data; and for making effective presentations. This includes programs such as Microsoft Office products, various VA programs and systems, and outside products and websites ~OR~
  • Education (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.,if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work ~OR~
  • Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess equivalent combination of specialized experience directly related to the work of the Management Analyst and successfully completed graduate education that demonstrates the ability to perform the duties of this position, which may be substituted to meet the specialized experience requirements for GS-11 position?
