Job description

Position Title: Associate Director, USG Portfolio

Location: VA Office, HQ Office, U.S. Hybrid, or U.S. Remote

Department: Development

POSITION SUMMARY

Position Overview: The Associate Director, USG Portfolio is responsible for driving competitive pipeline growth and overseeing technical proposal development primarily for federal opportunities and occasionally other competitive ODA funding. The Associate Director will lead intelligence gathering, opportunity qualification, partner coordination, and proposal management to position Winrock competitively in restricted funding competitions.

POSITION RESPONSIBILITIES

Major Responsibilities

Pipeline Strategy & Opportunity Management (50%)

  • Continuously monitor and expand the opportunity pipeline by tracking government and ODA funding forecasts and funding bills
  • Conduct market intelligence research including competitor analysis, funding trends, and client priorities
  • Qualify opportunities based on strategic fit, win probability, and resource requirements
  • Maintain pipeline tracking systems in Costpoint and Salesforce
  • Prepare business case justifications and resource plans for each prioritized pursuit
  • Coordinate go/no-go decision-making processes with portfolio leadership and executive team
  • Ensure early positioning for upcoming competitive solicitations through pre-RFP intelligence gathering

Competitive Proposal Oversight (20%)

  • Work with proposal managers for end-to-end proposal development for complex RFPs, RFAs, and competitive solicitations
  • Conduct quality assurance reviews to ensure technical compliance with solicitation requirements
  • Ensure adherence to Winrock's standard operating procedures and donor compliance requirements
  • Apply detailed knowledge of government procurement regulations and proposal evaluation criteria

Client & Partner Engagement (20%)

  • Engage with government and ODA client representatives during pre-solicitation and procurement phases
  • Attend industry days, conferences, and networking events to gather intelligence and build relationships
  • Coordinate with program staff to prepare for client meetings and capability presentations
  • Develop and maintain strategic partnerships with prime contractors, subcontractors, and implementing partners
  • Create capability statements, past performance summaries, and marketing materials for competitive positioning
  • Collaborate with communications team on social media and thought leadership content

Internal Coordination & Knowledge Management (10%)

  • Maintain accurate records in Costpoint and Salesforce related to pipeline, proposals, and client relationships
  • Conduct after-action reviews and capture lessons learned from won and lost bids
  • Share competitive intelligence and best practices across program teams
  • Foster cross-program collaboration on joint pursuits and shared opportunities
  • Engage the Director of Development to source and manage consultants for proposal support as needed
  • Develop and/or revise solicitation-based tools for Winrock, as needed
  • Track win rates, pipeline value, and proposal quality scores for continuous improvement

POSITION QUALIFICATIONS

Education: Bachelor's degree (or equivalent) required; advanced degree preferred

Experience: Minimum of 9 years of experience in international development business development, with extensive experience pursuing federal donors, USAID, and/or multilateral ODA funding. Proven track record of competitive wins in Winrock's technical sectors required.

Position-Specific Skills:

  • Deep understanding of end-to-end competitive business development processes and government procurement
  • Strong attention to detail and compliance requirements for federal and ODA proposals
  • Excellent project management and ability to manage multiple concurrent deadlines
  • Strong analytical and strategic thinking capabilities for opportunity assessment
  • Highly diplomatic, inclusive, and collaborative interpersonal skills
  • Ability to facilitate strategic decision-making and achieve results through independent and team effort
  • Experience managing complex teaming arrangements and partner negotiations

Computer/Communication Skills:

  • Proficiency in Microsoft Office required. Experience with Costpoint and Salesforce strongly preferred.

Exceptional written and verbal communication skills with ability to translate technical concepts. Languages: Proficiency in English required.

Required Travel: Up to 10% domestic travel and occasional international travel for conferences, client meetings, and partner engagement

Physical Demands: Typical office environment with continual sitting or standing required.

Salary Range: The salary range for this position is $130,000–$140,000, commensurate with experience, skills, and internal equity. Winrock offers an excellent benefits package.
