Job description

As Scout'sย Director ofย Communityย Engagementย you willย shape how Scout shows up inย theย project communities, design and implement engagement strategies, train internal teams, and provide high touch support for high priority andย high riskย projects.ย ย This will beย accomplishedย throughย coaching,ย teachingย and mentoring to setย theย ย standards, and execution of community engagement efforts across Scout's development portfolio.ย ย 

In this role, you will partner closely with Developers, Government Affairs, Legal, and external stakeholders to build coalitions of support, mitigate opposition, and enable projects to advance throughย development,ย permittingย and construction. You will also build out internal processes,ย maintainย company-wide engagement resources, and help grow a scalable Community Engagement function within Scout.ย 

This position requiresย the ability toย solve problems,ย excellent communication skills, comfort in politically sensitive environments, and a strong ability to build meaningful relationships in rural communities. Travel to project communities across the United States is expected.ย Preference to candidatesย that will be located in the Boulder office.ย 

Whatย you'llย do:ย 

General Team Support (25-40%)ย 

  • Collaborate with Developers onย early maturityย projects to understand community context, risk factors, and engagement needs.ย 
  • Run project-level due diligence on community, political, andย permittingย dynamics.ย 
  • Build project engagement strategies and craft project messaging.ย 
  • Oversee internal team trainings on engagement best practices.ย 
  • Manage Scout's internal standards, practices, and centralized repository of engagement materials.ย 
  • Support the build-out of Scout's Community Engagement Team and internal structure.ย 
  • Capture lessons learned andย ensureย repeatable, scalable processes across the portfolio.ย 

High-Priority Project Support (60-75%)ย 

  • Partner with Developers onย advancedย projects that require elevated or complex engagement strategies.ย 
  • Facilitateย the design and management ofย high riskย engagement plans, including targeted outreach, opposition mitigation, and coalition-building.ย 
  • In conjunction with the project developer, manage critical stakeholder relationships, including county leadership,ย project areaย influencers, and local community groups.ย 
  • Oversee external consultants (e.g.,ย RENUSA, Bantam, Recall) as needed.ย 
  • Coordinate local events, sponsorships, and educational opportunities to build long-term support.ย 
  • Working with the project developerย toย set the strategy for how Scout is represented inย public settings, including county commission and planning board meetings.ย 

Strategic Leadership & Organizational Developmentย 

  • Createย company-wideย standards for community engagement practices.ย 
  • Establish scalable internal systems and processes that enable growth.ย 
  • Work with industry leaders to strengthen Scout's internal engagement capabilities.ย 
  • Ensure compliance with applicable laws, permitting requirements, and regulatory expectations.ย 
  • Provide clear internal communication to Development, Legal, Government Affairs, and Leadership on risk drivers, stakeholder dynamics, and recommended actions.ย 

Requirements

  • Bachelor's degree in marketing, communications, political science, community development,ย renewable energy development,ย environmental studies, orย a relatedย field.ย 
  • 10+ years of experience in communityย organizing,ย advocacy, campaign management, or stakeholder engagementย in renewable energy.ย 
  • Experience working in renewable energy, rural communities, environmental management, or local government.ย 
  • Prior management experience and ability to oversee internal and external engagement practitioners.ย 
  • Strong understanding of U.S. local, state, and regional governmental structures; familiarity with renewable energyย permittingย preferred.ย 
  • Demonstrated ability to effectively communicate with diverse audiences, including publicย officials and community groups.ย 
  • Proven ability to speakย atย county council, planning commission, or similar public meetings.ย 
  • Strong interpersonal and relationshipbuilding skills.ย 
  • Excellent organization and project management skills; ability to manage multiple workstreams and deadlines.ย 
  • Motivated selfstarter with strong problemsolving abilities and sound business judgment.ย 
  • Remote work optional; ability to travel up to 50% as needed.ย

  • Experience building or scaling a community engagement function within an organization.ย ย 
  • Background in renewable energy permitting, policy, or public affairs.ย ย 
  • Previousย work with industry-leading engagement practitioners.ย ย

  • Experience coaching teams and standardizing engagement processes.ย 

Tools & Systemsย 

  • Proficient in MS Office Suite.ย ย 
  • Experience managing stakeholder databases and project schedules in Salesforce and Smartsheet is a plus.ย 
  • Familiarity with project management platforms, SharePoint, or similar tools.ย ย 
  • Comfort using digital outreach platforms, mapping tools, or CRM databases is a plus.ย
