Job Description Starting hiring salary - $28.48 to $30.19 hourly DEFINITION Responsible for assisting Community Development personnel with Building Code and Development Code inspection and code compliance related tasks. Perform a variety of duties involved in compliance investigation, record keeping, implementation of municipal and state codes, ordinances, and regulations related to zoning and subdivision, property maintenance code, existing building code, and other I-Codes. This position must work well independently, interfacing with the public, and with teams, while providing excellent customer service and human relations skills, which support the City of Brighton's mission and values
The position falls under the building division but will assist the planning division with code compliance as well. The position may lead into building inspection related duties based on experience and the acquisition of additional certifications. SUPERVISION RECEIVED AND EXERCISED This position receives direction from the Plans Examiner and does not supervise other personnel.
EXAMPLES OF IMPORTANT/ESSENTIAL RESPONSIBILITIES AND DUTIES Responsibilities and duties may include, but are not limited to, the following: Confirms Implementation of Codes and Ordinances pertaining to the city's Development and Building codes. Investigate complaints, documents, and manages cases to their resolution. Performs Landscape and Final Planning inspections (follow-ups) as directed.
Assists in performing basic building inspections as demand dictates. Assists in performing and tracking resolution related to business licenses. Inspect and identify code violations referred by Brighton Fire.
Conducts investigations including occupancy violations and failure to permit work. Collects and maintains HOA/Property management contact information and relationships. Responds to citizen questions, inquiries, and complaints.
Provides information to violators and the general public regarding codes, laws, and ordinances. Maintains accurate records related to violations; prepares a variety of written reports, memos, and correspondence. Refers cases for citations as needed.
Performs other duties as assigned. QUALIFICATIONS SKILLS, KNOWLEDGE, AND ABILITIES Knowledge of: Principles, practices, methods, and techniques of violation investigation and enforcement. Municipal and state codes, ordinances, laws, and regulations pertaining to adopted I-Codes and land use and development regulations.
Ability to: Reading and write in the English language of a sufficient level to accurately complete required reports, forms, memos and to compose well structured letters to code violators. Respond to inquiries, complaints, and requests for service in a fair, tactful, and consistent manner. Able to review and interpret site plans, building plans, and other related documents.
Recognize that support from DCBO and CBO is necessary in a difficult situation. Operate computers with typing skills sufficient to satisfactorily perform required duties. Learn City and State codes, ordinances, laws, and regulations pertaining to the position.
Ensure implementation of codes, ordinances, and regulations with impartiality and efficiency. Maintain and update records in database and track deadlines imposed. Work independently in the absence of supervision.
Communicate clearly, honestly, respectfully and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Maintain sufficient physical fitness to meet the essential functions of the job.
Material and Equipment Directly Used: Motor vehicle, cellular and standard telephones, laptop computer, and tablet. Microsoft 365, Bluebeam, OpenGov, and other software applications as needed. PHYSICAL REQUIREMENTS Must climb over obstacles; climb through openings; jump down from elevated surfaces; jump over obstacles, ditches, and streams; and crawl in confined areas to pursue, search, and investigate.
Safely operate a vehicle during both the day and night. Work in a variety of outdoor weather conditions, which can be extreme. Sit, walk, or stand for prolonged periods of time, under various conditions.
Work in conditions that can be considered highly stressful. Talk and hear; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. Use close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Must be able to exert in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force frequently to move objects. Work long and varied hours/shifts. EDUCATION AND EXPERIENCE High school diploma or GED.
Customer service experience is preferred. Some inspection and public contact experience is desirable. Two years of code inspection experience or equivalent experience preferred.
Demonstrated organizational and project management experience preferred. SPECIAL REQUIREMENTS Must be at least 18 years of age. Possession of a valid Colorado Driver's License with a Clear or Acceptable Motor Vehicle Record as described in the City of Brighton Policy and Procedure 17-001 Bilingual English/Spanish preferred.
Completion of FEMA ICS 100 and IS 700 training within six (6) months of hire. Possession of, or ability to obtain International Property Maintenance Code Certification within first 6 months of hire.
