Job description

Harris Miller Miller & Hanson Inc. (HMMH) is a trusted leader in the study, assessment, and mitigation of the impacts of new and existing transportation projects on communities. With over 40 years of experience, we provide consulting services to government and private sector clients related to aviation, highway, rail, transit, industrial, energy-generation, construction, military, recreational, and entertainment projects.
We are currently seeking a highly motivated Program Manager to join our Aviation Environmental & Sustainability (AES) group. This position may be remote or hybrid out of one of our seven office locations, reporting directly to the AES Group Leader.
The Program Manager plays a key leadership role, combining business development, program and project management, and technical expertise. You will identify and pursue new opportunities, lead major aviation noise, environmental, and sustainability projects, provide technical oversight, and ensure successful project delivery. You will also mentor staff, manage resources, and actively contribute to the professional community as a recognized expert.
Responsibilities
  • Assist the Group Leader in developing and implementing strategies to grow HMMH's aviation environmental services portfolio.
  • Serve as a primary point of contact with major clients and subconsultants, maintaining and expanding long-term relationships.
  • Conduct market research, pursue new business opportunities, and lead proposal development.
  • Represent HMMH in the professional community through presentations, publications, technical committees, and industry events.
  • Lead or participate as Principal-in-Charge, Project Manager, Technical Advisor, or Quality Manager on major projects and research programs.
  • Oversee project scopes, budgets, schedules, and staff resources, ensuring high-quality, on-time deliverables.
  • Coordinate across HMMH groups to balance staffing, workload, and cross-training needs.
  • Identify and mitigate risks affecting project or program success.
  • Supervise subconsultant performance and contract compliance.
  • Ensure compliance with HMMH's quality management program and provide technical review of deliverables.
  • Mentor, coach, and support staff development, including recruiting, onboarding, performance feedback, and career growth.
  • Provide subject matter expertise in aviation noise, environmental, or sustainability programs.
  • Support financial management of the group, including P&L accountability.
  • Other duties as assigned.

Minimum Requirements
  • Bachelor's degree in a relevant technical field such as environmental science, engineering, acoustics, physics, or math (advanced degree preferred).
  • Minimum of 12 years of experience in environmental consulting, with substantial experience in aviation.
  • Proven ability to win work and maintain long-term client relationships.
  • Demonstrated leadership in managing complex technical projects and programs.
  • Recognized expertise in aviation noise, environmental, or sustainability issues.
  • Strong skills in communication, negotiation, analysis, and problem-solving.
  • Experience mentoring and managing technical staff and project managers.
  • Knowledge of project management processes and tools; familiarity with CRM software is a plus.
  • Ability to travel as needed, up to 35%.
