Job description

Summary
This position is located with Bonneville Power Administration, in Safety East (NFE) or Safety West (NFW) organization of the Safety Office (NF), Chief Administrative Office (N).
A successful candidate in this position will be responsible for planning & carrying out safety & occupational health such as inspection, evaluation, training, & administrative & technical services to management representatives & employees in one or more BPA organizational elements.

Help
As a Safety and Occupational Health Specialist, you will:
  • Participate with the supervisor, technical experts and managers from other organizations, and the Chief Safety Officer in the establishment of safety and occupational health requirements applicable to numerous construction, operation, and maintenance activities.
  • Identify, analyze and evaluate a variety of hazards, many involving complex changing work operations, diverse environmental conditions and human-machine relations.
  • Direct or oversee the systematic compilation and analysis of mishap data and hazards to property.
  • Serve as a trained accident investigator to determine cause of accidents and methods of mitigation.
  • Maintain current knowledge and understanding of applicable regulatory (federal, state and local) requirements, applicable consensus standards and BPA policy surrounding the programmatic scope.
  • Develop and maintain a hazard-specific, comprehensive, BPA-wide hazard mitigation program sufficient to maintain BPA's leadership as an industry leader in transmission safety.

  • Valid State Driver's License is required.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience is defined as experience: 1) analyzing construction plans, investigations, observations and inspections to identify specific procedures to control and eliminate hazardous actions and conditions; and 2) interpreting federal regulations and national consensus standards recommending safe working policies and procedures that meet compliance and provide a safe work environment.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualifications and eligibility requirements by the closing date of this announcement.
