Williams Consulting, LLC (WCLLC), a Baltimore, Maryland-based government contracting firm, is seeking a Program Manager (PM) based in Atlanta, Georgia to provide leadership, direction, and oversight for a Centers for Disease Control and Prevention (CDC) multi-year public health evaluation initiative. The PM will be responsible for organizing, directing, and managing all contract activities to ensure successful execution, compliance, and delivery of high-quality evaluation products.

The successful candidate will bring demonstrated experience leading an evaluation project or a national evaluation including developing evaluation frameworks. The role requires regular engagement with senior government officials, oversight of resources and schedules, and accountability for meeting contractual requirements and performance standards.

The PM will possess extensive experience in program budgeting, execution, and customer relationship management, as well as oversight of subcontractors, risk mitigation and overall program performance. The ideal candidate will demonstrate strong executive leadership capabilities skills, with a strong focus on employee leadership, employee development, and coordination of Human Resources-related activities.

Qualifications and Experience

  • Master's degree preferred: Ph.D. in Public Health, Health Sciences, Evaluation, or a related field is highly desirable
  • 5 years of relevant experience supporting CDC, the Department of Health and Human Services (HHS), or other federal public health agencies with program evaluation initiatives.
  • Experience supporting Diabetes prevention programs preferred.
  • Project Management Professional (PMP) certification preferred.
  • Experience leading an evaluation project or national evaluation
  • Experience conducting a national assessment of a program or project's inputs, activities, and outputs to determine its value or worth and to improve the program.
  • Experience developing a national evaluation plan, identifying evaluation questions and indicators, collecting, and analyzing quantitative and qualitative program data, interpreting the data in the context of the program, and reporting findings.
  • Experience developing a large-scale program logic model, identifying appropriate program outcomes, facilitating internal and external partner meetings, and providing assistance or training on evaluation, methods, concepts, and tools.
  • Experience applying implementation research frameworks (e.g., CFIR, RE-AIM) and contributing to implementation-focused evaluations.
  • Experience integrating qualitative and mixed-methods approaches to assess implementation processes, barriers, and facilitators.
  • Knowledge of the rules, procedures and principles that govern intramural and extramural program development, monitoring, and evaluation.
  • Ability to use Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, Project, and SharePoint) efficiently and effectively
  • Ability to develop forms for CDC Administrative Systems (HUMAN SUBJECTS, OMB, and IRB, and E-Clearance) efficiently and effectively.
  • Previous experience working with government procedures and guidelines.
  • Ability to travel (limited)
  • Ability to manage multiple priorities in a federal contracting environment
  • Must provide three (3) management references that can attest to qualifications
  • Background investigation required

Location: Remote (Atlanta Georgia-based) | Limited travel required

While performing the duties of this job, the employee is regularly required to talk or listen. Standing, sitting, squatting, and other normal office-related physical activities are required. Must be able to sit and read computer screens for extended periods.
