  • You will serve as the Acquisition Manager for the In-Service Strategic Submarine Program Office (PMS 396/SP 21), as part of the Director, In-Service and Industrial Base team. This is a supervisory position.
  • You will design, author, and execute the formal Acquisition Strategy in compliance with DoD 5000-series regulations and Navy acquisition policy.
  • You will monitor and manage the health and capacity of the strategic submarine industrial base, including prime shipbuilders and key sub-tier vendors.
  • You will ensure compliance with congressional funding rules and manage the allocation and execution of diverse funding lines, such as SCN, RDTE, and OM.
  • You will collaborate with the Contracting Officer to draft and finalize procurement packages, Statements of Work (SOWs), and Requests for Proposals (RFPs).

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector leading or managing a team of diverse backgrounds in order to study, identify, and solve complex problems and resolve identified issues, (e.g., Program Management expertise in Submarine Construction, Maintenance, or Modernization), expertise related to submarine or ship maintenance or modernization.
