Job Summary:
Administers an auditing department, as assigned, through four to seven subordinate managers. Meets with managers and staff to discuss audit functions regarding operational, financial, audit compliance, and personnel policies. Schedules and directs staff meetings; attends meetings with agency leadership and inter-agency coordination; may develop technical material as it relates to financial, tax, and audit systems.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential job duties include but are not limited to:
Supervisory:
Responsibilities include:

• Actively participating in the interviewing and hiring processes and ensuring successful functional onboarding of new employees
• Planning, assigning, coordinating and overseeing daily work of direct reports in alignment with strategic, operational, and tactical priorities of the organization
• Conducts regular one-on-one meetings providing constructive, balanced, regular performance feedback, coaching and mentoring
• Setting reasonable stretch performance goals and conducting mid-year and annual performance appraisals
• Recognizing and rewarding performance excellence, culture championship, and continuous improvement efforts
• Communicating and enforcing agency policies and programs
• Applying corrective action, addressing complaints and resolving problems in a timely fashion, involving and collaborating with leadership and
• Human Resources as appropriate

Talent Management:
In collaboration with Division leadership and Talent, develops and executes a plan for retaining and developing talent to meet current and future business objectives to include:

• Engaging in performance management calibration and talent review evaluations
• Collaborating with direct reports on their professional development and growth
• Inspiring staff to continue to build their skill and craft while keeping ahead of the curve for the future challenges
• Training, mentoring, and coaching employees
• Assisting with developing leadership succession plans for the department

Subject Matter Expert:
Serves as the subject matter expert to team members for complex, escalated tax audit issues such as:

• Examining, investigating, and reviewing records, reports, audit files and management practices
• Reviewing and approving complex cases
• Resolves high profile or sensitive matters which may involve conferring with taxpayers, lawyers, accountants or legislators to determine and articulate policies.

Program Management:

• Compiles and interprets statistical data
• Plans and organizes tax audit department programs and procedures
• Prepares detailed reports on audit findings, reports to management about asset utilization and audit results, and recommends changes in operations and financial activities
• Works with external stakeholders to support clarification and agency processes.
• Ensure inventory levels meet service level agreements, engage in problem solving to address gaps, provide support to remove roadblocks.
• Works with external stakeholders to support agency needs.

Agency/Department Compliance & Continuous Improvement:

• Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
• Collects and analyzes data to detect deficient controls, duplicated effort, extravagance, fraud, or non-compliance with laws, regulations, and management policies
• Actively contributes to team and individual effectiveness through the following:
• Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated
• Completes all required training in a timely manner.
• Participates in assigned work teams as appropriate.
• May complete periodic metrics, projects, huddle boards and reports as requested.
• Prepares for and actively participates in 1:1 coaching with supervisor
• Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.

Projects Engagement:

• Engages as project leader, project business lead, and SMEs as applicable to ensure the successful execution of all mandated and non mandated projects.

Knowledge, Skills & Abilities (KSAs):
Knowledge
-Knowledge of organizational and administrative procedures
-Knowledge of auditing methods and systems of generally accepted auditing standards, risk assessments, contract and fiscal management
-Research methodologies , statistical sampling and quality assurance, Arizona Revised statutes
-Principles of strategic planning, performance management
Skills
-Managerial practices and supervisory techniques
-Applying and interpreting federal and state laws, rules and regulations
-Policies and procedures established for the work system
Abilities
-Work effectively with external auditors i.e. Office of procurement, Office of Accounting
mathematical and computational skills, Facilitation
-Ability to compose clear and concise audit reports, analyze accurate and relevant audit information
-Communicate effectively
Selective Preference(s):
The ideal candidate for this position will have:

• Minimum of seven years of audit experience or closely related field
• Minimum of five years of supervisory experience overseeing a team of auditors or closely related field
• Degree in Business, Accounting, Public Administration, or related field
• Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Fraud Examiner (CFE), Certified Information Systems Auditor (CISA) and/or Certified Government Auditing Professional (CGAP)
