Communications Specialist
Journeyman | Remote
This position is contingent upon contract award.
ABOUT THE ROLE
Red Carrot is seeking a Communications Specialist to support a federal health agency's workforce development division in delivering digital communications, content strategy, and audience engagement across a range of programs and services. This full-time embedded role functions as part of the customer's communications office and requires the ability to independently manage multiple content workstreams, collaborate with program staff, and produce high-quality communication materials for diverse public health audiences.
KEY RESPONSIBILITIES
  • Develop, draft, and edit a broad range of health communication content and products including web copy, fact sheets, social media posts, infographics, newsletters, presentations, and video scripts
  • Support digital channel management including routine web content updates, social media posting and engagement, and coordination across multiple communication platforms
  • Contribute to communication strategy and planning activities, including audience research, message development, editorial calendaring, and campaign coordination
  • Produce and maintain suites of communication materials tailored to individual programs and services, ensuring content accuracy, plain language compliance, and Section 508 accessibility
  • Support product and project management activities including task tracking, status updates, and maintenance of collaborative systems built on Microsoft 365 tools (Teams, Forms, Lists, Power Automate, SharePoint, Power BI)
  • Compile and analyze communication metrics from web, social media, and digital campaigns; translate data into actionable insights and summary reports
  • Coordinate content review and clearance processes in alignment with agency policies, editorial guidelines, and federal plain language standards
  • Assist with audio and video production logistics, including creative briefs, storyboards, and Section 508 compliance documentation
  • Ensure all deliverables meet federal accessibility standards (Section 508/WCAG 2.0 AA) and brand and style guidelines
MINIMUM QUALIFICATIONS
  • Bachelor's degree in communications, public health, journalism, marketing, or a related field
  • Minimum 3-5 years of experience in strategic communications, health communication, or digital content development
  • Strong writing, editing, and plain language skills; experience producing content for federal government or public health audiences preferred
  • Proficiency with Microsoft 365 tools including SharePoint, Teams, and PowerPoint; familiarity with Power BI or Power Automate a plus
  • Experience with social media management, web content management systems, and digital analytics tools (e.g., Adobe Analytics, Meltwater, or Sprout Social) preferred
  • Working knowledge of Section 508 compliance requirements and WCAG 2.0 accessibility standards
  • Ability to manage multiple concurrent projects in a fast-paced, remote environment with minimal supervision
  • Experience supporting federal health agencies or health communications programs preferred
