Job description

Federal PM/PMP/FMP Instructor Facilitator

Position Type: 1099 Independent Contractor
Clearance: Not required (agency‑specific requirements may apply)
Location: Remote with virtual delivery; occasional on‑site delivery as needed (potential quarterly travel, not yet confirmed)

Position Summary

The contractor will serve as an Instructional Subject‑Matter Expert (SME) specializing in Project Management (PM) within the federal landscape. This 1099 role blends federal PM expertise, adult facilitation, and online instructional delivery. The SME will design, develop, and deliver high‑quality training aligned with federal standards, PMBOK‑based methodologies, and agency‑specific requirements.

Key ResponsibilitiesCurriculum Development & Instructional Design
  • Develop instructor‑led, virtual, and asynchronous training aligned with federal PM frameworks.

  • Create participant guides, facilitator guides, assessments, job aids, and scenario‑based exercises.

  • Translate federal PM policies, lifecycle processes, and governance requirements into accessible learning content.

  • Ensure all materials meet adult‑learning principles and federal training standards.

Training Delivery
  • Deliver engaging virtual and/or in‑person PM training to federal employees and contractors.

  • Facilitate discussions, case studies, and practical exercises tied to real federal project environments.

  • Provide coaching, Q&A, and applied PM guidance during and after training sessions.

  • Adapt delivery to diverse learner backgrounds and experience levels.

Federal PM Expertise
  • Apply knowledge of federal project lifecycles, governance, risk management, scheduling, and stakeholder engagement.

  • Incorporate PMBOK, Agile, hybrid, or agency‑specific methodologies into training content.

  • Support client SMEs in aligning training with agency mission, policy, and operational needs.

Required Qualifications
  • Master’s degree in Project Management, Business, Education, Instructional Design, or related field (preferred).

  • 3–5+ years of project management experience, preferably within federal agencies or federal contracting environments.

  • PMP, CAPM, PMI‑ACP, or FMP certification.

  • Experience facilitating adult learners for at least 2 years or more

  • Online teaching experience using virtual platforms (ZoomGov, MS Teams, Adobe Connect, etc.).

  • Strong understanding of PMBOK, Agile, or hybrid PM methodologies.

  • Excellent communication, facilitation, and presentation skills.

Preferred Qualifications
  • Experience supporting federal training programs or government workforce development.

  • Experience collaborating with federal SMEs and program offices.
