Job Summary
Athena Technology Group (ATG) is seeking a Senior Governance Analyst to support the VA ITAM Program Management Support effort. The selected candidate will support ITAM governance development, compliance alignment, roles and responsibilities, governance charters, governance framework documentation, program governance planning, and stakeholder coordination. This role supports PWS area 5.4 Governance.
Key Responsibilities
Develop and maintain ITAM governance documentation, charters, frameworks, plans, roles, responsibilities, and decision-making structures.
Support the Roles and Responsibilities Matrix (RACI), ITAM Governance Charters, ITAM Governance Framework Document, and ITAM Program Governance Plan.
Analyze current governance processes and recommend improvements to strengthen accountability, decision rights, reporting, and compliance.
Facilitate governance meetings, working groups, stakeholder reviews, and action item tracking.
Coordinate with program leadership, strategic planning personnel, analysts, and VA stakeholders to align governance processes with ITAM program objectives.
Support policy interpretation, compliance reviews, process mapping, and development of repeatable governance procedures.
Track governance risks, issues, decisions, dependencies, and stakeholder responsibilities.
Develop briefings, reports, meeting materials, decision papers, and governance artifacts for Government review.
Support alignment with VA policies, federal IT requirements, cybersecurity requirements, privacy requirements, and enterprise oversight processes.
Assist with continuous improvement of governance processes supporting HAM, SAM, lifecycle management, and enterprise asset visibility.
Qualifications
Required:
Ability to obtain and maintain VA Public Trust / VA suitability; position is expected to require Tier 2 Moderate Risk background investigation based on PWS tasking.
Bachelor's degree in Business, Information Technology, Public Administration, Management, Policy, Engineering, or related field.
10+ years of experience supporting governance, program analysis, policy analysis, compliance, enterprise IT operations, or federal consulting initiatives.
Experience developing RACI matrices, governance charters, governance frameworks, program governance plans, process documents, or stakeholder management artifacts.
Experience facilitating stakeholder meetings, documenting decisions, tracking action items, and coordinating governance reviews.
Strong written and verbal communication skills with experience preparing formal reports, briefings, and recommendations.
Knowledge of federal IT governance, compliance, cybersecurity, privacy, risk management, or IT service management concepts.
Ability to work independently with senior stakeholders and cross-functional teams.
Must be able to read, write, speak, and understand English.
Must be a U.S. Citizen.
Desired:
Experience supporting Department of Veterans Affairs, OIT, EUS, EUO, or federal civilian IT programs.
Experience with ITAM, HAM, SAM, ITIL, ServiceNow, CMDB, asset governance, or enterprise lifecycle management.
Experience supporting governance boards, executive steering groups, program management offices, or enterprise transformation programs.
Experience with VA VIP, Product Line Management (PLM), OIT Process Asset Library (PAL), or federal IT oversight processes.
PMP, ITIL Foundation, CGRC, Lean Six Sigma, or equivalent certification.
Experience developing dashboards, metrics, controls, and performance measures for governance programs.

About the Program
The Department of Veterans Affairs (VA) Office of Information & Technology (OIT), End User Operations (EUO), is establishing and formalizing an enterprise Information Technology Asset Management (ITAM) program. This effort supports accountability, lifecycle management, governance, strategic utilization, modernization, and enterprise-wide visibility of VA endpoint devices and IT infrastructure. The program includes ITAM program management, strategic planning, governance, compliance, operational planning, reporting, and support for hardware asset management (HAM) and software asset management (SAM) initiatives. This position is contingent upon award of the contract.
