Role Overview:
We are seeking an IT Asset Management (ITAM) Subject Matter Expert to serve as the principal technical authority on hardware and software asset management for an enterprise federal program. In this role, you will translate ITAM leading practices, compliance requirements, and platform capabilities into the data models, processes, and governance structures that mature a large federal organization's asset management program. You will be the technical backbone behind strategic planning, process optimization, license management, and roadmap development - driving measurable improvements in inventory accuracy, license compliance, and hardware lifecycle visibility.
Responsibilities:
• Lead the technical development of hardware and software asset management strategic roadmaps, applying a lifecycle intelligence framework spanning asset age, security/zero trust readiness, vendor support status, refresh priority, and warranty status.
• Define the enterprise asset data model and CMDB asset record schema, ensuring end-of-life, end-of-support, warranty, and security-compatibility attributes are captured at the point of asset registration.
• Provide technical leadership for software asset management platform activation - including discovery integrations, software normalization standards, license record schemas, and automated reconciliation workflows that establish a centralized license inventory.
• Develop license reconciliation standards and true-up methodologies, and serve as the technical advisor on publisher-specific licensing complexity and restrictive licensing risk.
• Apply Lean Six Sigma / DMAIC methodology to redesign physical-property and asset management workflows, leading current-state mapping, root-cause analysis, and design of modern, platform-native processes.
• Contribute authoritative technical content to strategic planning reports, process optimization studies, technology assessments, and governance and compliance reviews.
• Provide technical input to governance artifacts, including roles-and-responsibilities (RACI) matrices, governance charters, and governance frameworks.
• Support responses to government and oversight inquiries on asset management topics, providing technical narrative, data analysis, and supporting evidence.
• Mentor team members and ensure ITAM leading practices are applied consistently across all deliverables.
Required Minimum Qualifications:
• Bachelor's degree in information technology, information systems, computer science, business, or a related field.
• 5+ years of specialized experience in IT asset management, spanning both hardware asset management (HAM) and software asset management (SAM).
• Demonstrated expertise in software license management, license reconciliation, and software publisher licensing models.
• Demonstrated expertise in hardware lifecycle management, including refresh planning and end-of-life / end-of-support tracking.
• Hands-on experience with enterprise ITAM platforms - ServiceNow ITAM, Software Asset Manager, and CMDB experience strongly preferred.
• Working knowledge of ITAM governance frameworks, including ISO/IEC 19770 and ITIL.
Ability to obtain and maintain a Public Trust / Tier 2 (Moderate Risk) background investigation.
Nice to Have Qualifications:
• Active Certified Software Asset Manager (CSAM), Certified Hardware Asset Management Professional (CHAMP), or IAITAM certification.
• ServiceNow Certified Implementation Specialist credentials in ITAM, SAM, or Discovery.
• Experience with Department of Veterans Affairs or other federal agency ITAM environments.
• Experience supporting the closure of GAO or OIG findings related to software or hardware asset management.
• Knowledge of the MEGABYTE Act, FITARA, FISMA, and CISA Binding Operational Directive 23-01.
• Lean Six Sigma certification.
In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. Individuals may also be subject to a background investigation including, but not limited to criminal history, employment and education verification, drug testing, and creditworthiness.
This position is contingent upon contract award. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.
The compensation range for this position is $85,000 - 105,000. Compensation decisions depend on a wide range of factors, including but not limited to location, skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
