Job description

Introduction
The Department of Health Services (DHS) Division of Quality Assurance (DQA), Office of Plan, Review and Inspection (OPRI) is recruiting for a Licensed Architect or Professional Engineer. OPRI is parallel to the design industry with a regulatory focus. Under OPRI, this opportunity brings together the skills set of design, regulation, and health care facility inspection, both federal and state.
A $3,000 sign-on bonus applies to those with no prior state service in the last five years; who stay with DQA in the position until completing probation. Bonus will be split, $1,500 upon hire and $1,500 after completing probation.

This position:
• Will be headquartered at the Northeastern Regional Office located at 200 North Jefferson Street in Green Bay.
• Offers the option to work remotely up to 5 days per week. In office work may be necessary periodically for meetings, training, onboarding, and other operational needs.
• Requires travel throughout the northeastern region of Wisconsin 2-3 days per week but may also include other regional travel as needed (approximately within 125-mile radius). Overnight stays may be required. Click this link to see a similar example map of the regions.

Position Summary
The OPRI team is responsible for determining if health care facilities regulated by DQA meet the physical environment standards of the State Building Code, State Licensure Code, and Federal Life Safety Code requirements. Evaluation is accomplished through construction document review, onsite review, and health care facility physical environment performance inspection.
As a Licensed Architect or Professional Engineer, you will review construction plans, survey and evaluate long-term care facilities, assisted living facilities and other health care facilities to ensure the quality, appropriateness, and compliance of buildings with federal and state regulations. You will also advise and educate appropriately during review, construction, and under survey focusing on certification and licensure of these facilities.
Salary Information
The starting pay is between $44.68 to $51.07 per hour (approximately $92,900 to $106,200 per year), or up to the appointment maximum at the time of hire, depending on experience, plus excellent benefits. You will also receive a $1.00/hour add-on for licensure. An 18-month probationary period is required.
Pay for current or former state employees is set based upon the rules that apply to compensation for the applicable transaction. This position will be classified as either an Architect Advanced or a Civil Engineer Advanced depending on licensure and is in pay schedule and range 14/13.
Job Details
  • All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
  • To work remotely, you must have access to both a private workspace and secure high-speed internet.
  • Must meet the requirements of the State of Wisconsin Fleet Vehicle Policy which requires a valid driver's license, minimum two years of driving experience and must be 18 years of age or older. Additionally, the driving record must not reflect the following conditions: three or more moving violations and/or at fault accidents in the past two years, an OWI or DUI violation within the past 12 months, or suspension or revocation of the driver's license.
  • All appointees may be subject to DHS' flu-shot policy.

Qualifications
Minimally qualified applicants will have all of the following:
  • Licensure or eligibility for licensure by the time of appointment as an Architect or Professional Engineer by the Wisconsin Department of Safety and Professional Services. You must be licensed in Wisconsin by the time of appointment.
  • Experience with building and construction regulations, codes, and standards.
  • Experience in a design, inspection, construction project lead or commission capacity related to commercial buildings, systems, or components.
