Job description

Axyde Analytics is assembling a proposal team for USTDA solicitation 1131PL26R0063, South and Southeast Asia Aviation Infrastructure Project Scoping Mission. This contingent, intermittent role leads the cargo, cold-chain, MRO and aviation operating-model work package.
WBS responsibilities
• Assess cargo demand, commodity flows, dwell time, border processes, facility/equipment needs and cold-chain integrity.
• Evaluate ground-handling, warehouse, apron, landside, security and digital interfaces.
• Test MRO demand, fleet mix, certification pathway, tooling, spares, workforce, training and airline commitments.
• Define operator roles, staffing, SOPs, O&M, revenue logic and service-continuity requirements.
• Convert findings into facility, equipment, certification, curriculum, TOR, schedule and acceptance tasks.
Required evidence
• 10+ years of air cargo, cold chain, ground handling, airline technical operations, MRO, airworthiness or airport operating-model work.
• Demonstrated demand, facility, certification, workforce, logistics or operating-readiness analysis.
• Evidence of studies, operating plans, requirements, TORs, certification pathways or implementation outputs.
• Ability to distinguish validated operator commitments from planning assumptions.
Preferred evidence
• Emerging-market airports, perishables, customs/trade facilitation, FAA/ICAO certification or South/Southeast Asia work.
Engagement
Remote and intermittent over a potential four-year contract period, subject to award and individual assignment authorization. Limited international travel may be requested for applicable assignments and will be confirmed separately. U.S. citizenship or lawful permanent residence is required for proposal eligibility. Selection, award, hours and travel are contingent.
