Description
The Scott County Community Development Agency (CDA) is seeking a collaborative, versatile Property Management & Rental Assistance Administrator (Housing Specialist - Project Based) to oversee a portfolio of CDA-owned affordable rental properties and administer government-funded housing programs across Scott County.
This unique hybrid role combines on-site property management (unit showings, inspections, lease enforcement, and turnover coordination) with person-centered resident support and rental assistance administration. You will serve as the primary point of contact for your property portfolio-ensuring program compliance and property sustainability while helping residents maintain stable housing and connect with local resources.
Essential Functions
  • Manage the administration of rental assistance participant cases by conducting applicant assessments to determine eligibility and performing all annual, interim, and unit transfer recertifications and other applicable actions, including verifying information for rent recalculations, and notifying participants.
  • Manage CDA-owned properties in accordance with agency policy, federal, state, and local laws. Fill unit vacancies to suitable applicants while coordinating and completing unit showings, move-in/move-out processes, and necessary inspections. Manage the full spectrum of lease enforcement, when appropriate issue lease violations, make recommendations for termination and eviction, and represent the agency in informal hearings or court cases.
  • Operate rental assistance programs in accordance with agency policy, federal guidelines, and state laws. Within this regulatory framework, ensure program integrity by maintaining accurate digital and physical records and investigating suspected program fraud. Respond and follow agency grievance procedures related to participant complaints. Issue program violations, prepare for and participate in informal hearings when appropriate.
  • Conduct regular unit inspections to document lease non-compliance and collaborate with maintenance staff to facilitate timely unit turnovers, preventative maintenance needs, and general property aesthetics to preserve the value of CDA rental assets.
  • Engage residents to promote community by coordinating resident meetings and connecting households with resources-such as energy assistance, childcare, employment, and mental health supports-to promote long-term security, self-sufficiency, and housing stability.
  • Manage deposit process, tenant charges and debt collection procedures. Work with Finance Department to collect payments and to complete CRP process.

  • Possess general knowledge of the principles, laws, and regulations pertaining to rental assistance programs, including federal/state guidelines and comprehensive knowledge of Minnesota Landlord-Tenant law and standard property management practices.
  • Collect, interpret, and verify complex financial and household data to make accurate eligibility and rent determinations while maintaining thorough records.
  • Demonstrate strong verbal and written communication skills to explain complex regulations to participants and other providers and to represent the agency professionally with the public.
  • Ability to manage a varied caseload, prioritize tasks, and adapt to changing federal and state regulations with limited supervision.
  • Demonstrate proficiency in housing-specific software and data management systems to ensure the accurate tracking of program utilization and participant outcomes.

Qualifications
  • Education: Bachelor's Degree in Business Administration, Property Management, Human Services, Social Work, or a related field (preferred). An equivalent combination of education and experience will be considered.
  • Experience: 1 to 3 years of hands-on experience in property rental/leasing or housing program administration, ideally working with diverse and low-income populations.
  • Driver's License: Valid driver's license required upon hire.
  • Language Skills: Bilingual skills are desirable.

Supplemental Information
CERTIFICATIONS:
Housing Choice Voucher (HCV), Project-Based Voucher (PBV) certification and/or Rural Development certification required within six months of completing orientation, as applicable.
WORK ENVIRONMENT, TRAVEL & HYBRID SCHEDULE:
This position operates on a hybrid work schedule, allowing eligible employees the opportunity to work remotely 1-2 days per week (subject to supervisor approval and ongoing business needs).
Non-remote days are based out of our main office in Shakopee, MN, and involve regular local travel to CDA-owned rental properties throughout Scott County (including Belle Plaine, Jordan, Prior Lake, Savage, and Shakopee) for unit showings, inspections, and property oversight.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking, hearing, and frequent repetitive motions associated with constant computer and keyboard use. It frequently requires standing and walking, and occasionally requires using hands to finger, handle, or feel, stooping, kneeling, crouching, or crawling, reaching with hands and arms, pushing, pulling, and lifting. Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas and hearing is required to perceive information at normal spoken word levels. Work requires preparing and analyzing written or computer data, operating motor vehicles, and observing general surroundings and activities. While work is generally performed in a moderately noisy office setting, it requires rare visits to various residential properties for site visits where there is a risk of exposure to outdoor weather conditions and a rare exposure to blood-borne pathogens; in such instances, the employee may be required to wear specialized personal protective equipment (PPE).
