Position Summary

Under the general direction of the Director of Customer Service, the Revenue and Remittance Manager plans, supervises, and evaluates the work performed by the billing department staff to ensure customers are billed accurately and revenue is accounted for properly.The incumbent exercises independent judgement while adhering to established policies and procedures, regulations and best practices.

Specific Responsibilities
  • Manage the daily operations of customer billing to ensure accuracy and compliance with regulatory tariffs
  • Assigns, directs, trains, develop and evaluate the work of the billing department staff; provide and coordinate staff meetings and trainings; conduct performance reviews and work with staff to correct deficiencies
  • Perform the more difficult and complex billing duties, including resolution of escalated customer complaints, resolving payment and service issues, and managing the billing account review process to render decisions when customers dispute charges
  • Assist with the implementation of new rates, including identifying and resolving issues, and testing
  • Assists all departments in investigating and answering customer billing questions, ensure accurate customer mailings and remittance posting
  • Responds to problems and identifies resolutions to billing, bill mailing, cash processing, bank errors, and related accounting issues pertaining to revenue and cash deposits
  • Prepares monthly and annual statistical reports or analyses as required by management
  • Assist with quarterly, interim and annual audits and provide related deliverables
  • Oversee and participate in the development and implementation of the Billing budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies, and document justification; monitor and approve expenditures
  • Oversee the acquisition of all necessary equipment, contract services, and supplies for the operation of Customer Billing; develop Requests for Proposals and participate in vendor selection panels
  • Review and analyze regulations impacting the administration of customer billing and collection activities and provide recommendations for implementation
Required Knowledge Skills & Abilities
  • Knowledge of billing and collection procedures, accounting and auditing principles, and Sarbanes-Oxley internal control compliance
  • Ability to adjust quickly to changing processes and priorities
  • Interact effectively with cross-functional teams including Field Service, Distribution Systems, Meter Shop, Water Service, Purchasing, Backflow and Customer Service
  • Principles of supervision and training
  • Effective written and oral communication skills
Required Education and Experience
  • A Bachelor’s degree from an accredited college or university with major course work in accounting or other related field or an equivalent combination of training and experience which includes 5 years’ experience supervising professional employees conducting utility billing functions
  • Diversified experience with customer and accounting information systems, particularly Oracle Customer Cloud Service and JD Edwards Enterprise One
