Description
Position Overview and Key Responsibilities
The City of Springfield is seeking an experienced Risk Manager to lead the City's risk management program, supporting an organization with approximately $1.5 billion in net assets, 1,800 full-time employees, and a $15 million self-insurance fund. The core functions of the position are:
  • Risk program management - identifies, analyzes, and reports on risk; develops policies and procedures; implements enterprise risk management.
  • Risk financing - manages the City's relationship with insurance brokers, actuaries, and insurers; formulates commercial insurance strategy; oversees self-insurance fund.
  • Claims administration - directs administration of general liability, auto, property, and other claims; establishes and maintains reserves; manages carriers.

The position will be responsible for supervision and currently manages two claims adjusters and a staff assistant.

Qualifications and Requirements
Experience, Education, and Training:
  • Bachelor's degree in Risk Management, Insurance, Finance, Public Administration, Business Administration, or a related field;
AND
  • Seven years of progressively responsible experience in risk management, insurance, claims administration, or a closely related field;
  • An advanced degree (MBA, MPA, JD) or relevant professional certification may be substituted for one year of experience;
  • At least two years of supervisory experience;
PREFERRED
  • Experience managing a self-insurance program or substantial self-insured retention;
  • Public sector experience.
Licensing/Certification:
  • Associate in Risk Management (ARM), Chartered Property and Casualty Underwriter (CPCU), or comparable professional designation strongly preferred at appointment.
  • Completion of ARM, CPCU, or a comparable designation required within three years of appointment if not already held.
  • Associate in Risk Management for Public Entities (ARM-P) is preferred.
  • Must possess a valid Driver's License.
