Human Resources Business Partner


Chicago Family Health Centers is looking for a dynamic Human Resources Business Partner to join our team and play a central role in shaping the employee experience across the organization. Reporting to the Chief Human Resources Officer, you will drive strategic HR initiatives-from talent acquisition and workforce planning to employee engagement and compliance-while partnering closely with leadership to build a workplace culture rooted in excellence, equity, and care.


This is a high-impact role for an experienced HR professional who thrives at the intersection of people strategy and day-to-day operations. You'll lead efforts in recruitment, performance management, benefits administration, and employee and labor relations, ensuring our policies and programs support CFHC's mission of delivering quality health care to the communities we serve.


Responsibilities:

Talent Acquisition & Workforce Planning

  • Manage full-cycle recruitment including job postings, sourcing, screening, interviewing, and candidate selection for provider and director/manager-level positions.
  • Partner with the leadership team to execute the organization's talent strategy, aligning hiring with current and future workforce needs, succession planning, and retention goals.
  • Develop and report on recruitment and retention metrics-including time-to-fill, retention rates, turnover rates-and maintain a robust candidate tracking system.

Employee Engagement & Development

  • Implement and manage employee engagement and recognition tools such as the Bonusly recognition program and CFHC total rewards program.
  • Design and deliver training programs to promote compliance, professional growth, and organizational development.
  • Provide coaching and guidance to managers and employees on HR best practices, performance improvement, and career development.

HR Operations & Compliance

  • Develop, implement, and continuously improve HR policies and procedures in alignment with federal, state, and local employment laws and regulations.
  • Oversee day-to-day performance management processes, employee relations, conflict resolution, and disciplinary actions.
  • Administer the annual open enrollment process for health insurance, retirement plans, and paid time off benefits.
  • Maintain accurate, confidential employee records and ensure full compliance with all record-keeping requirements.
  • Monitor changes in HR legislation and proactively update organizational practices to maintain compliance.

Work Schedule: Monday - Friday 8:00am - 5:00pm


Work Arrangement: This role is eligible for a "hybrid remote" work arrangement. If hybrid, it is expected this person would be able to meet for "in person" meetings when needed or at the request of others. In-person meetings may be required on a regular basis (weekly, monthly, etc.).

Requirements

Required

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 5 years of progressively responsible experience in Human Resources management.
  • At least 3 years of HR generalist experience with demonstrated responsibility for FMLA administration, performance management, recruitment, benefits, and compensation.
  • Strong verbal and written communication skills with the ability to effectively engage individuals across diverse backgrounds and experience levels.

Preferred

  • Master's degree in Human Resources, Business Administration, or a related discipline.
  • Prior experience in health care and/or a Federally Qualified Health Center (FQHC) environment.
  • HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR preferred.
