General Description:


The Turn Around (TAR) Planner plays a key role in preparing, coordinating, and supporting turnaround work to ensure planned activities are executed safely, efficiently, and within established scope, schedule, and cost expectations. This position serves as a central planning resource between Maintenance, Operations, Engineering, Procurement, contractors, and TAR leadership by developing accurate work packages, maintaining milestone alignment, supporting schedule readiness, and helping remove barriers before and during execution.



The TAR Planner optimizes turnaround expenditures and work execution productivity by applying best-practice planning methods that support effective scheduling and safe, reliable plant operation. The role partners with Procurement to obtain an optimized total cost for materials and services within specification requirements; supports safe work practices, plant safety, and operational objectives; and provides data to support TAR metrics. Key responsibilities include maintaining TAR milestones, facilitating stakeholder alignment, reviewing TAR notifications, creating TAR maintenance orders, validating planned jobs for accuracy and cost, maintaining cost-tracking tools, generating the TAR work priority list, reviewing schedules and contractor quotes, supporting contractor bid reviews, and helping execution teams minimize planning errors in accordance with TAR maintenance planning procedures.


Roles and Responsibilities:

Planning and Work Package Development

  • Screen all TAR notifications to ensure the scope of work is accurate, meets priority criteria, represents a valid TAR request, and is funded by the applicable TAR capital budget
  • Convert TAR notifications into Maintenance Orders (MOs), create maintenance work plans, and secure additional information as needed before order conversion
  • Directs goals and expectations to the TAR Contract Planners
  • Review detailed job plans for all TAR MOs in SAP, including field walkdowns or evaluations, manpower estimates, scheduling requirements, and applicable safety considerations
  • Review all TAR job packages for accuracy, completeness, and cost alignment
  • Develop scopes of work for competitive bid processes
  • Review past TAR lessons learned with TAR contract planners and apply applicable improvements to future planning activities

Scheduling and Work Prioritization

  • Assist Project Engineers with entering maintenance projects into the master schedule
  • Assist Operations with prioritizing and facilitating TAR activities
  • Produce or assist with creating TAR schedules
  • Maintain a prioritized TAR work list for planning and scheduling
  • Create and maintain a database of planned, ready-to-work Maintenance Orders (MOs) and provide resource data to the Planning Lead to support schedule resource leveling

Cost Control, Materials, and Procurement Support

  • Review cost estimates with the applicable TAR Superintendent before releasing orders and finalizing estimated costs
  • Create and maintain the TAR cost sheet
  • Provide materials, tools, services, and equipment through requisitions, storehouse stock, or rentals
  • Communicate with vendors, manufacturers, contractors, Maintenance, and Operations to expedite materials and services for TAR work in accordance with planning directives

Execution Support and Stakeholder Coordination

  • Create TAR meeting agendas and lead Pre-TAR and daily execution update meetings with stakeholders
  • Coordinate field execution with TAR maintenance teams
  • Maintain communication between Operations, Maintenance, Engineering, Inspections, Planning, and Scheduling
  • Coordinate assigned TAR Scope Change (TSC) and Job Scope Change (JSC)tasks

Milestones, Metrics, and Records

  • Maintain TAR milestones and report progress to the TAR Superintendent.
  • Review TAR critical equipment against required due dates and ensure critical work is completed before the TAR due date
  • Code TAR MOs with required TAR SAP fields and maintain PPM tasks and orders in SAP for scheduling use
  • Provide planning and scheduling metric input and update critical records following work execution.

Safety, Compliance, and General Duties

  • Comply with all site safety, environmental, Health Safety, Security and Environmental (HSSE), and TAR guidelines
  • Maintain a clean and well-organized work area
  • Attend meetings and training as required
  • Perform special projects, miscellaneous duties, and other responsibilities as assigned by the Maintenance Planning Lead

Experience:


Education/Experience/Certifications Required:

  • High school diploma or GED required
  • Ten years of experience in plant maintenance, chemical manufacturing, refining manufacturing, or construction
  • Five years of experience in TAR planning, scheduling, and execution
  • Thorough understanding of maintenance cost drivers
  • Ability to interpret P&IDs, PFDs, blueprints, and isometric drawings
  • Thorough knowledge of job plan estimating
  • Proficiency in Microsoft Office Suite, including Excel
  • Proficient knowledge of ERP planning and scheduling tools
  • Demonstrated leadership ability, including strong interpersonal skills
  • Effective oral and written communication skills


Education/Experience/Certifications Preferred:

  • Knowledge of SAP, including the ability to generate reports, create plans, and set up spare parts
  • Thorough knowledge of Process Safety Management (PSM) Mechanical Integrity and safety procedures
  • Proficiency in Microsoft Access
  • Knowledge of Primavera or other scheduling tools
  • Two-year technical degree in Maintenance Technology
