Job Summary
The Shift Commander, under the direct supervision of the EP&R Manager, coordinates the daily activities of the fire department and the contract emergency response organization. The Shift Commander assures his/her shift is ready to respond to refinery emergencies protecting employees, local communities, and assets at all times. The Shift Commander is responsible for conducting training and drills' encompassing all disciplines of the emergency response team & refinery fire brigade in accordance with NFPA and OSFM requirements. This position also supports the refinery safety & security effort by providing basic safety services and performing the function of the Security Supervisor during off hour periods (nights & weekends). This position works as part of the shift leadership team and reports to the Shift Superintendent on the off shifts.
Minimum Qualifications
  • High School Diploma plus a Minimum of 10 years progressive emergency response experience- industrial & municipal combined.
  • Texas Commission on Fire Protection (TCFP) as:
    • Advanced Firefighter
    • TCFP Hazardous Materials Technician
  • Texas Dept. of State Health Services EMT-B or higher.
  • Valid Texas Driver's License- Class C
  • Broad working knowledge of industrial emergency response, Hazardous Materials and EMS.
  • Previous fire officer experience- Industrial/Municipal
  • Must obtain the following certifications within one year of date of hire.
    • NIMS 100/200/300/400/700/800
    • TCFP Instructor I
    • TCFP Fire Officer II

Job Duties
  1. Directs assigned emergency response shift. Provides leadership as Field Incident Commander during all emergency responses until relieved by higher-ranking officer if required. Develops tactical strategies and assures proper equipment and manpower is deployed to contain and control all emergencies. Works with local municipal and mutual aid agencies to develop a unified command structure during large scale events and emergencies.
  2. Supervises basic safety services to assure quality of confined spaces, hot work and supplied air work within the refinery. Prioritizes staffing and equipment to ensure all permitting is performed in a timely manner. Directs the daily activity of the refinery respiratory services program by providing equipment and air trailers to/from jobsites. Ensures all equipment is cleaned and in proper working order at all times.
  3. Provides and/or participates in all levels of training and drills in accordance with OSHA, NFPA, USCG and USEPA regulations to assure readiness of refinery emergency responders that protect employees, local communities, and company assets. Provides assistance with developing drills and exercises in areas of fire, EMS, hazmat, rescue and oil spill.
  4. Assures readiness of all emergency response equipment for the refinery, including mobile and fixed. Communicates and reports all issues and assists in scheduling and repairing of equipment. Maintains inspections records and preventative maintenance programs to ensure that emergency response equipment is in a constant state of readiness at all times. Ensures protection and suppression system throughout the refinery and associated buildings are operating and complaint with state and local ordinances.
  5. Works as a member of the field incident team in conducting initial assessment of incidents or near misses that are initiated through established reporting systems. Initial assessment may include taking photographs, acquiring work permits, witness statements, and other documentation to support the formal investigation. Conducts field audits of refinery emergency equipment and reports findings to ensure corrective actions are taken. Performs safety functions such as, participating in PJSR's and permitting when required.
  6. Oversees security team as the site supervisor during off hour periods and reports findings and concerns to both the refinery Security and EP&R Managers.
  7. Performs other duties as assigned buy the EP&R Manager or HSSE Manager.
