Job description

Position Summary

The Recertification Specialist will work onsite at the property management office and will be responsible for reviewing resident files, conducting recertifications, ensuring compliance with applicable affordable housing regulations, and supporting overall property operations. This position serves as a primary point of contact for compliance-related activities, agency inquiries, resident outreach, and documentation management.


The Recertification Specialist will collaborate with internal departments, residents, and regulatory agencies to ensure accurate and timely completion of all compliance requirements.


Essential Duties and Responsibilities

Duties include, but are not limited to:

  • Conduct initial, annual, and interim recertifications in accordance with applicable affordable housing programs and regulatory requirements, including Project-Based Section 8 and, Low-Income Housing Tax Credit (LIHTC).
  • Perform retroactive rent calculations and ensure accuracy of tenant rent adjustments.
  • Calculate household income, assets, and allowable expenses for all recertification types.
  • Review resident documentation and identify discrepancies in reported income, assets, or household information.
  • Investigate and resolve income discrepancies while ensuring corrective actions comply with applicable agency guidelines.
  • Prepare, issue, and track third-party verification forms to support eligibility determinations.
  • Notify residents of upcoming recertification requirements, deadlines, and required documentation.
  • Schedule and conduct resident interviews for initial, annual, and interim recertifications.
  • Maintain accurate, organized, and up-to-date resident files and compliance documentation.
  • Assist with responses to regulatory agency inquiries, audits, and file reviews.
  • Prepare documentation and reports required for agency audits and compliance reviews.
  • Collaborate with legal personnel regarding cases involving resident non-compliance.
  • Track recertification activities and provide status updates as needed.
  • Provide resident outreach and support to ensure compliance requirements are clearly communicated.
  • Assist with leasing and property management operations as needed.
  • Perform additional duties and responsibilities as assigned.

Qualifications, Experience and Skills

  • Minimum of 3-5 years of experience in affordable housing compliance, property management, or related field.
  • High School Diploma or GED required. Bachelors preferred
  • Extensive knowledge of Section 8, LIHTC, and compliance requirements.
  • Certified Occupancy Specialist (COS) or LIHTC certification preferred.
  • Experience with Realpage or comparable property management software preferred.
  • Strong understanding of affordable housing documentation, eligibility requirements, and compliance procedures.
  • Proven ability to identify, investigate, and correct income discrepancies.
  • Highly detail-oriented with the ability to manage deadlines and prioritize multiple responsibilities.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Strong interpersonal skills with the ability to interact professionally with applicants, residents, vendors, agencies, and management staff.
  • Ability to maintain confidentiality and professionalism at all times.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook.
  • Bi-lingual English and Spanish a plus.
