KEY FUNCTION:
Analyze, evaluate, and implement clinical functionality within the North East Cancer Centre's (NECC) regionally Integrated Oncology Clinical Information System (IOCIS), and provide maintenance and support to the system with the goal of achieving a complete Electronic Health Record (EHR) for Ambulatory Oncology patients.

REPORTING:
Under the general direction of the Manager, Data Analytics & Informatics.

DUTIES:
1. Provide support and maintenance to the NECC and Regional Cancer Program system users for the day-to-day operations and maintenance of the IOCIS.
2. Develop and initiate new features and functionality within the IOCIS to accommodate changes due to funding or legislated requirements (e.g. Cancer Care Ontario (CCO) and Quality Based Procedures), program growth, and operational efficiencies.
3. Lead report development of operational and strategic data, and develop system tools to help improve patient care, allow for informed decision-making, and maximize funding recovery.
4. Develop and maintain a strong working knowledge of the NECC's processes, issues, and priorities by participating in meetings, huddles, and projects in other areas of the Centre.
5. Provide functional guidance to the NECC's departments and programs, including assessing current business practices and recommending process change or re-design of existing practices.
6. Ensure the IOCIS system is continually monitored and take appropriate corrective action for any data received via interfaced systems that may adversely affect patient care and data quality.
7. Lead updates and act as the primary liaison with the system vendor for resolution of system issues, technological developments, and ongoing maintenance of the IOCIS.
8. Facilitate teams in the development of electronic standards and processes.
9. Work collaboratively within an interdisciplinary environment and provide support and instruction to all levels of clinical staff, including physicians, pharmacists, nurses, and technologists.
10. Develop and maintain working relationships with regional and provincial cancer centres to collaborate on new initiatives, transfer knowledge, and share educational opportunities.
11. Develop and maintain an understanding of the Hosptial Information System (HIS) and related policies and procedures to maintain alignment with HSN's strategies and direction.
12. Provide staff training and develop and maintain teaching materials as required.
13. Educate and promote health, safety and wellness in the work place.
14. Determine and align improvement projects with HSN's Strategic Plan; monitor and adjust to achieve goal outcomes.
15. Contribute to learner development by providing academic support, mentorship, preceptorship and supervision as required.
16. Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
17. Educate and promote health, safety and wellness in the work place.
18. Represent the department or program on various committees and in meetings as required.
19. Perform other duties as required.

QUALIFICATIONS
EDUCATION AND TRAINING:
1. Minimum of a three (3) year Diploma in a relevant health care field (e.g. Nursing, Medical Radiation Technology, or Pharmacy), from an accredited college.
2. Current Certificate of Registration in good standing with applicable regulatory college.
3. Ministry of Labour "Worker Health and Safety Awareness in 4 Steps" training certificate is required.

EXPERIENCE:
1. Minimum of five (5) years' experience working as a Regulated Health Professional within a health care environment, preferably in an Oncology department.
2. Training or recent experience with informatics, project management, and business processes is required.

KNOWLEDGE/SKILLS/ABILITIES:
1. Demonstrated superior knowledge and proficiency with clinical process/workflow analysis and clinical information systems.
2. Demonstrated ability to understand and navigate patient care areas with minimal disruption to service and respect to privacy.
3. Demonstrated ability to understand, develop, and implement quality indicators and metrics.
4. Demonstrated knowledge of Ambulatory Oncology operations with an emphasis on systemic and radiation treatment processes.
5. Demonstrated excellent judgment and proven analytical skills.
6. Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
7. Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
8. Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
9. Demonstrated superior interpersonal and communication skills, both written and verbal.
10. Demonstrated ability to manage routine correspondence, multiple tasks/projects, diversified workload and rapidly changing priorities and challenging deadlines.
11. Demonstrated discretion and maturity when handling confidential information.
12. Demonstrated commitment to the safety of co-workers and patients.
