Job description

Overview

Ramos CS, now a part of Colliers Engineering & Design, is actively hiring a Resident Engineer to lead CM/GC, design-bid-build, progressive design-build, design-build, and Support Services projects for Los Angeles County Metropolitan Transportation Authority projects.This role involves interfacing with the Agency/Owner, and other state and local city agencies.


Responsibilities
  • Work directly with the Client for project interface to manage budget, development, and schedule.
  • Manage and facilitate strong collaboration with contractors to ensure delivery.
  • Lead, develop and direct office and field staff/subconsultants to ensure complete, accurate and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances, are maintained in accordance with the State and Federal regulations and laws.
  • Confer with contractors regarding compliance with plans and quality of work and construction activity.
  • Manage review of technical submittals and RFIs requiring approvals from multiple authorities having jurisdiction.
  • Responsible for management of field inspections, surveys and material testing of contractor's work to determine compliance with plans, specifications, special provisions, utility agreements, applicable building codes, etc.
  • Prepare reports, as well as reviews and incorporate the daily inspection reports from Field Inspectors, in documenting the Contractor's activities.
  • Maintain accurate and complete project records and ensure compliance with departmental policies and procedures.
  • Calculate and confirm documented field quanitities for payment purposes.
  • Document as-built condition of constructed facility.
  • Monitor contractor project schedule and budget.
  • Track and coordinate utiltiy designs, permits, non-self-performed work, self-performed work, shutdowns, cut-overs, and energization schedules with contractor for project schedule compliance.
  • Manage production of design change documents, submittal and approval from authorities having jurisdiction to resume work and comply with the project schedule compliance.

  • Prepare contract change orders for making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the contract.
  • Formulate, research, and develop solutions for field conditions that necessitate a contract change order. This may include involvement with any necessary engineering re-design work.
  • Direct field changes to be completed with owner’s approval.
  • Identify the need for and prepare contract related documents for submission to the contractor.
  • Review CPM schedules. Identify and mitigate project risks.
  • Complete project daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the Senior Construction Manager.
  • Lead or assist in confidence the resolution and response to contractor disputes in a timely manner as provided by the contract.
  • Assist owner in responding to legal inquiries, related requests for information and/or historical project information.
  • Elevate to the Senior Agency staff all disputes not resolved by the Resident Engineer when appropriate.
  • Prepare draft claim reports for Agency Contract Management when required.

Qualifications
  • Licensed Professional Engineer (PE) in California preferred.
  • 10 or more years of demonstrated experience with project management of large-scale infrastructure projects with a value of at least $150 million is desirable.
  • LA Metro experience preferable.
  • Excellent written and oral communication skills and a thorough knowledge of industry practices and regulations. 
  • Experience with corresponding contractors and stakeholders.
  • Must operate as a "seller/doer" and can manage projects, build strong relationships with clients, identify new work, and enjoy being hands-on in a technical manner on projects.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $175,000 to $190,000 per year (depending on qualifications)
