Job Summary

Conducts research and performs investigations for the purpose of identifying and abating or eliminating sources of radioactive and mixed waste hazards that affect either the environment or the health of workers and the general public. Using knowledge of various scientific disciplines, collects, synthesizes, studies, reports and recommends action based on data derived from measurements or observations of air, water and soil. Provides technical advice, assistance and/or support to oversight committees and handlers of radioactive materials as requested.

Job Duties/Tasks/Responsibilities

  • Helps implement the Radiation Safety Program—as a subject matter expert providing technical expertise in one or more radiation safety areas (e.g., radiological engineering, dosimetry, instrumentation, waste management and health physics)—by analyzing and addressing radiological issues associated with projects and proposals. These tasks are necessary to maintain a healthy workforce thereby enabling EnergySolutions to reach its performance goals and stay competitive in the marketplace.
  • Oversees, coordinates and reviews all ongoing technical radiation safety compliance programs including those pertaining to radioactive material receipt and delivery, radioactive material outgoing shipments, radioactive waste collection and disposal and radiation-generating equipment.
  • Reviews, interprets and implements local, state and federal regulations and orders, technical standards, guidelines and policies as they pertain to the characterization, shipping and disposal of radioactive and mixed wastes.
  • Develops, modifies, tests and evaluates new or improved instrumentation, analytical procedures, operating procedures and policies.
  • Develops radiological controls, programs, plans, procedures and work permits for projects specifying required protective clothing and measures.
  • Writes radiation protection plans tailored to fieldwork being performed in order to maintain worker radiation exposures as low as (is) reasonably achievable (ALARA).
  • Performs calculations, analyzes data and prepares reports to support waste operations.
  • Prepares, revises and maintains radiation work permits through the use of HIS-20 software.
  • Assesses radiological conditions in the field, exercising judgment on the impact of changing conditions on personnel exposures to radiation and radioactive materials.
  • May lead and direct the work of Radiation Safety Specialist 1 and 2 staff.
  • Provides training to Radiation Safety Specialist 1 and 2 staff as needed.
  • Responsible for ensuring Radiation Safety Specialist 1 and 2 staff are qualified to perform their work.
  • Responsible for the safety performance of other radiation safety specialists.
  • Responsible for the As-Low-As-Reasonably Achievable (ALARA) Program operations and staff during decommissioning, including review and implementation of exposure and contamination reduction measures
  • Coordinates corrective action document responses for the Radiation Protection Department
  • Performs other duties as assigned.

Minimum Education, Experience and Certification Requirements

  • Master's degree required in Radiation Protection, Health Physics, Chemistry, Nuclear Engineering or relevant field
  • A minimum of 10 years total Radiation Protection or ALARA experience, with 5 years ALARA Program Management, preferably nuclear utility based (operational or decommissioning project)
  • Certified Health Physicist (CHP) by the American Board of Health Physicists (ABHP) required
  • Experience in writing License Termination Plans (LTP) and final status survey (FSS) plans for commercial nuclear stations

Required and Desired Skills

  • Detailed knowledge of local, state and federal radiation safety compliance regulations
  • Detailed knowledge of the interpretation of local, state and federal radiation safety compliance regulations
  • Detailed knowledge of the principles and practices of radiation safety
  • Demonstrated ability to collect, organize, analyze and report qualitative and quantitative data
  • Ability to schedule tasks assigned to other radiation safety specialists
  • Demonstrated ability to handle more complex work and work broader in scope such as more than one subject area of focus
  • Detailed knowledge in one or more of the following areas: operational health physics, dosimetry, instrumentation and waste management
  • Extensive knowledge of radiation control, radiological health, and environmental laws and regulations and radiation safety practices and techniques
  • Excellent organizational and time management skills to meet required ALARA package signoffs to facilitate critical task startup. Ability to schedule tasks assigned to other radiation safety specialists.
  • Understanding of nuclear utility, NRC programs, regulations and operations
  • Advanced proficiency with Microsoft Office Suite
  • Detailed knowledge of and skill in the use of radiation detection, monitoring, and measuring instruments; in the collection of environmental samples; in radiological computer applications; and in the use of research techniques
  • Ability to interpret and use radiation shielding designs and radiological and statistical data, to interpret laws and regulations
  • Ability to apply health physics and other scientific principles; and to detect and evaluate radiation hazards; and to supervise the work of others
  • Excellent conceptual, written, verbal and listening skills. Demonstrated ability to present technical and often controversial information effectively using writing and documentation skills
