Position Overview
Centex Materials is seeking an experienced, results-driven Plant Manager to lead all extraction, crushing, screening, and shipping operations at our flagship Buda Quarry. In this role, you will oversee the daily production of high-volume limestone aggregates that directly supply our external sales and regional ready-mix concrete plants.
The ideal candidate brings strong leadership, a deep understanding of fixed-plant mechanics, an uncompromised commitment to MSHA safety standards, and experience meeting Texas Department of Transportation (TxDOT) material specifications.
Key Responsibilities
  1. Production & Pit Optimization

  • Direct the full aggregate manufacturing process from drilling, blasting, and pit excavation through primary/secondary crushing, screening, and stockpiling.
  • Manage daily logistics, load-out operations, and third-party haulers to ensure consistent material supply to regional concrete plants.
  • Track and analyze key performance indicators (KPIs) to maximize throughput, lower cost-per-ton, and eliminate process bottlenecks.

  1. Safety, Health, and Compliance

  • Enforce total compliance with all federal Mine Safety and Health Administration (MSHA) regulations and Texas Commission on Environmental Quality (TCEQ) environmental permits. [1]
  • Lead regular safety meetings, conduct workplace examinations, and foster a "Zero Injury" site culture.
  • Control site environmental factors, including dust mitigation, water runoff, and noise control to maintain positive community relations.

  1. Maintenance & Quality Control

  • Partner with the on-site Maintenance Manager to execute proactive preventive maintenance schedules for heavy mobile equipment (loaders, haul trucks) and fixed plant equipment (crushers, conveyors, screens).
  • Collaborate with the Quality Control team to monitor product gradation and moisture levels, ensuring all flexible base and concrete stone meet TxDOT and City of Austin standards.
  • Manage the plant operational budget, capital expenditure (Cap Ex) planning, inventory controls, and vendor contracts. [1]

  1. Team Leadership & Development

  • Supervise, schedule, and mentor a dedicated team of foremen, heavy equipment operators, plant laborers, and weigh-scale clerks.
  • Drive accountability, manage performance reviews, and handle local hiring, onboarding, and training initiatives.

Qualifications & Experience
  • Experience: Minimum of 5+ years of progressive management experience in a limestone quarry or heavy open-pit aggregate mining environment.
  • Technical Knowledge: Deep operational understanding of crushing and screening systems, conveyor tracking, and heavy mining equipment applications.
  • Regulatory Compliance: Proven track record of managing a site under MSHA Title 30 regulations and state environmental guidelines.
  • Education: Bachelor's degree in Mining Engineering, Civil Engineering, Construction Management, or a related field is preferred; equivalent years of hands-on supervisory industry experience will be fully considered.
  • Skills: Excellent communication, mechanical aptitude, basic financial budgeting fluency, and proficiency with aggregate production tracking or ERP software.
