Job description

Hirani Engineering & Land Surveying is seeking a Quality Manager to lead all quality-related functions across Design-Build projects. This individual will serve as the primary authority on quality matters, with responsibility for ensuring compliance across both design and construction in alignment with contract requirements, Quality Management Plans (QMP), and client expectations. The Quality Manager will maintain a duty of care to the client, including agencies such as NYCHA, and will act as the central point of accountability for quality performance, reporting, and oversight.

KEY RESPONSIBILITIES QUALITY LEADERSHIP & AUTHORITY Serve as the designated Quality Manager with full authority over all quality-related matters Ensure compliance with Design-Build plans, specifications, QMP, and contract requirements Establish and enforce quality standards across all phases of the project OVERSIGHT OF CONSTRUCTION QUALITY CONTROL Provide oversight and direction to onsite Construction QC Managers (CQCMs) Ensure QC activities align with project requirements and are consistently executed Monitor overall quality performance and identify trends or recurring issues STAKEHOLDER COORDINATION Act as the primary quality liaison with NYCHA and other stakeholders Review and provide feedback on QA/QC logs, including third-party observations Participate in meetings and represent the organization on all quality-related matters ISSUE IDENTIFICATION & RISK MANAGEMENT Identify deficiencies, design discrepancies, constructability concerns, and quality risks Enforce specifications and recommend corrective actions Ensure timely resolution of non-conformance issues REPORTING & DELIVERABLES DAILY OVERSIGHT Review field reports submitted by CQCMs for accuracy, completeness, and compliance WEEKLY Oversee and validate updates to the QC Deficiency Tracker Monitor status of open items and ensure proper follow-up MONTHLY Prepare and/or review comprehensive monthly quality reports, including: Summary of construction progress (materials, equipment, testing, startup, workmanship, fabrication) Photo documentation of key activities and site conditions Analysis of quality trends, risks, and corrective actions Appendix including daily reports and deficiency logs STAFFING & STRUCTURE Oversee onsite QC team, including: Minimum of two (2) Construction QC Managers (CQCMs) onsite daily (one per building) Position may be partially remote, with responsibility for maintaining strong oversight of field operationsQUALIFICATIONS Minimum 5+ years of experience as a Quality Manager in construction or Design-Build environments Experience with public sector projects (City, Municipal, or Federal) required NYCHA experience strongly preferred or comparable public housing experience Certification from the American Society for Quality (ASQ) (e.g., CQE, CQA, CMQ/OE) or ISO 9000 Lead Auditor certification (ANAB-accredited) Strong knowledge of construction practices, specifications, and quality management systems Proven experience managing documentation, reporting, and compliance requirements Strong client-facing presence with the ability to engage with agencies and stakeholders Experience with Procore or similar construction management platforms preferred SALARY $62 - $75 PER HOURQUALIFICATIONS Minimum 5+ years of experience as a Quality Manager in construction or Design-Build environments Experience with public sector projects (City, Municipal, or Federal) required NYCHA experience strongly preferred or comparable public housing experience Certification from the American Society for Quality (ASQ) (e.g., CQE, CQA, CMQ/OE) or ISO 9000 Lead Auditor certification (ANAB-accredited) Strong knowledge of construction practices, specifications, and quality management systems Proven experience managing documentation, reporting, and compliance requirements Strong client-facing presence with the ability to engage with agencies and stakeholders Experience with Procore or similar construction management platforms preferred SALARY $62 - $75 PER HOUR
