Job Description

This is an onsite position; only local candidates will be considered.

The QA/Test Manager will support the Texas Health and Human Services Commission on the EHR SaaS Implementation project. This position provides overall leadership for quality assurance strategy, planning, execution, and governance for a large-scale Electronic Health Record SaaS implementation. The role requires extensive experience in healthcare application testing, data migration validation, ETL testing, functional testing, integration testing, regression testing, and user acceptance testing support. The QA/Test Manager will ensure that EHR workflows, data conversion activities, SaaS configuration changes, interfaces, and vendor releases meet business, clinical, regulatory, audit, and project delivery standards. This individual will work independently with minimal supervision while coordinating closely with program leadership, IT teams, vendors, and business users.

Responsibilities

  • Lead the overall QA strategy, planning, and execution for the EHR SaaS implementation.
  • Develop and maintain QA governance, testing approach, schedules, and resource plans.
  • Serve as the primary QA point of contact for program leadership, IT teams, vendors, and business stakeholders.
  • Provide regular reporting on testing status, risks, metrics, and defects to project management and stakeholders.
  • Ensure defects and issues are tracked, prioritized, resolved, retested, and validated before deployment.
  • Lead validation testing for data migration and conversion from legacy EHR and ancillary systems, including patient, clinical, pharmacy, billing, and historical records.
  • Review and test ETL processes, data mapping documents, validation rules, and reconciliation reports.
  • Coordinate testing of interfaces, inbound and outbound data feeds, and downstream reporting impacts.
  • Lead functional, system, integration, and regression testing across EHR modules, including clinical, scheduling, orders, medications, documentation, and billing.
  • Partner with business and clinical subject matter experts to prepare UAT scenarios, guide UAT execution, and support defect triage and sign-off activities.
Requirements

Minimum Qualifications

  • 11 years of experience in QA/Test Lead or QA/Test Manager roles.
  • 11 years of hands-on experience with data validation, data migration, and ETL testing.
  • 11 years of experience leading functional testing across EHR modules, including clinical, scheduling, orders, medications, documentation, and billing, with validation of end-to-end workflows across clinical and administrative roles.
  • 11 years of experience leading validation testing for data migration and conversion from legacy EHR and ancillary systems, including validation of patient, clinical, pharmacy, billing, and historical records for accuracy, completeness, and reconciliation.
  • 11 years of experience ensuring SaaS configuration changes and vendor releases are fully tested.
  • 11 years of experience coordinating testing of interfaces, inbound and outbound data feeds, and downstream reporting impacts.
  • 11 years of experience creating and maintaining test plans, test cases, traceability matrices, and test evidence.
  • 11 years of experience coordinating testing activities with vendors and multidisciplinary teams.
  • 11 years of proficiency with test management tools such as Azure DevOps, ALM, or Jira.

Preferred Qualifications

  • 6 years of prior experience with EHR implementations, including clinical, pharmacy, and billing workflows.
  • 6 years of knowledge of healthcare data standards such as HL7, FHIR, CCD/A, ICD, and CPT, as applicable.
  • 6 years of understanding of HIPAA, privacy, security, and government healthcare compliance requirements.
  • Experience supporting state or public sector healthcare systems.

Additional Requirements

  • Interviews will be conducted in person and through Microsoft Teams.
  • Local candidates only; must currently live within 50 miles of the Austin, Texas work location.
  • All travel, per diem, parking, and living expenses are at the candidate's expense.

Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding Texas state holidays; may occasionally require work outside normal business hours as pre-approved
