KOMAN Advantage LLC is seeking a Site Safety & Health Officer (SSHO) / Quality Control Manager (QCM) to support federal construction project in San Antonio, TX. This dual-hat position provides comprehensive leadership in both site safety management and quality control oversight.

Purpose
The SSHO/QCM is responsible for ensuring workplace safety and construction quality compliance across KOMAN Advantage LLC projects. This role oversees the implementation of the Safety Program and Quality Control Program, ensuring all work is performed according to OSHA, EM-385-1-1, project specifications, and applicable federal, state, and local regulations. The SSHO/QCM provides leadership to site personnel, subcontractors, and project managers, ensuring safe operations, high-quality construction, and proper documentation throughout the project lifecycle.
Safety & Health Officer Responsibilities
  • Provide safety leadership and support to all employees and subcontractors.
  • Enforce OSHA, EM-385-1-1, and project-specific safety regulations.
  • Conduct daily and weekly safety meetings and ensure documentation is complete.
  • Perform regular hazard assessments and correct unsafe conditions.
  • Investigate accidents, incidents, and near misses; complete required reports.
  • Ensure workers are trained in safe work procedures and PPE usage.
  • Administer the site Safety Program, including posting bulletins and maintaining compliance documentation.
  • Assist with compliance audits and implement corrective actions.
  • Maintain good housekeeping and ensure safe working conditions across all job sites.
  • Coordinate with project leadership to address safety violations and recommend disciplinary actions when necessary.

Quality Control Manager Responsibilities
  • Develop and implement project-specific Quality Control Plans.
  • Conduct periodic inspections of construction sites and review daily logs, progress reports, safety logs, and subcontractor documentation.
  • Manage submittals, RFIs, as-built documentation, and QC reporting through project management software.
  • Ensure all client and KOMAN-required documentation is accurate and submitted on time.
  • Coordinate QC procedures with government personnel and subcontractors.
  • Review material submittals for completeness and accuracy.
  • Investigate and resolve customer issues related to quality.
  • Direct QC inspectors and ensure high productivity and technical integrity.
  • Analyze statistical data and contract specifications to determine quality standards.
  • Apply total quality management tools to reporting and analytical processes.
  • Provide QC training and maintain awareness of industry changes and innovations.

Required Qualifications
  • OSHA 30 and First Aid/CPR (or ability to obtain within 90 days).
  • EM-385 certification strongly preferred.
  • Ability to complete QCM training within 90 days.
  • 7-10 years of SSHO experience on federal projects (DoD, USACE, NAVFAC).
  • 7+ years of Quality Control experience or 10 years in lieu of degree.
  • Experience managing QC inspectors and processes.
  • At least 3 years of experience in federal construction, environmental, geotechnical, or industrial sectors.

Work Environment & Physical Requirements
  • Regularly required to talk, hear, walk, stand, and sit for extended periods.
  • Occasional climbing, kneeling, crouching, crawling, and vehicle entry/exit.
  • Must be able to lift up to 50 lbs occasionally and 30 lbs frequently.
  • Work may occur in indoor/outdoor environments, including construction sites with hazards such as moving machinery, heights, confined spaces, and atmospheric conditions.
  • PPE required (boots, hard hat, goggles, etc.).
