Summary This classification is scheduled to receive a 5% COLA effective July 2027. The Quality Assurance Coordinator oversees several complex health care initiatives at Behavioral Health, providing oversight to auditing, monitoring, and coordination of our mental health and substance use services. They provide supervision and oversight to administrative analyst, conduct trainings, advise on policy development, and support program managers and leadership staff with implementation and adherence to federal, state, and county regulations.

The Quality Assurance Coordinator also provides recommendations to Executive Leadership and the Director and represents the county in state level meetings and committees. The eligibility list created from this recruitment will be used to fill regular help vacancies, as well as extra help. Extra Help means this may be a Part-Time or Non-Permanent position.

The number of hours worked per week may vary and depend on the needs of the department. FLSA: Exempt DEFINITION Under direction, administers quality assurance programs for Medi-Cal and behavioral health treatment services to County residents. SUPERVISION RECEIVED AND EXERCISED Receives direction from supervisory or management staff.

Exercises direct supervision over professional staff. CLASS CHARACTERISTICS This classification is responsible for independently performing professional duties in support of quality assurance programs for behavioral health treatment services in the County; incumbents have responsibility for independently coordinating one or more programs or projects on a regular basis. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Provides coaching, counseling and guidance on professional responsibilities and technical skills. Facilitates and guides development of behavioral health assessment and treatment programs; reviews and critiques performance and outcome measures; assesses quality and conformance to Medi-Cal standards for cases, counselors and clinicians. Guides, supervises and assists staff; prioritizes and assigns projects; develops staff skills and conducts performance evaluations; identifies training needs and provides training for staff.

Meets regularly with staff to solicit input and offer guidance; analyzes and evaluates issues and proposals, develops recommendations, and directs the implementation of solutions. Collaborates with executive management in formulating policies, procedures, best practices, and action plans; develops and presents recommendations for administration of behavioral health programs including methods improvements and quality assurance protocols. Manages activities to meet key Medi-Cal performance results; monitors data reliability and auditing of required reports to determine compliance to state performance measures.

Performs a wide range of general administrative duties; reviews and approves documentation. Analyzes trends and evaluates program requirements and resource utilization; coordinates program planning and evaluation. Reviews medical records for services provided; assures that appropriate services are provided; conducts utilization reviews and approves payments for services; coordinates information and assures effective communications between programs and contracted service providers.

Consults with Program Managers to develop and implement training programs and components for staff; cross-trains staff to improve skills base and meet division goals. Develops and enhances cooperative professional relationships with local community agencies. Maintains expertise in field of service through participation in applicable educational opportunities.

Maintains and enforces all aspects of confidentiality of client information; monitors compliance to the standards of the Privacy Act of 1974, {U.S.C. 552A} as amended. Performs related duties as assigned

Minimum Qualifications Knowledge of: County and department policies and procedures. Principles, practices, and trends in public administration, supervision and training. The principles and practices of medical case management for behavioral health issues.

Prevention, an intervention and treatment strategy for behavioral health issues. Medi-Cal regulations, public sector program administration and contract management. Functions and operations of health systems, community agencies, organizations, and other community resources and how they relate to a government organization.

Behavioral health theories, methods and practices, including community assessment, program planning, development of goals and objectives, monitoring of program performance and program evaluation. Local community resources and various community services programs. Applicable federal, state, and local laws, codes and ordinances relevant to the area(s) of responsibility.

Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability To: Understand, interpret and apply all pertinent laws, codes, regulations, policies and procedures and standards relevant to work performed. Effectively represent the department and the County in meetings with governmental agencies; community groups; various business, professional and regulatory organizations; and in meetings with individuals. Independently organize work, set priorities, meet critical deadlines and follow-up on assignments.

Use tact, initiative, prudence and independent judgment within general policy and procedural guidelines. Evaluate and interpret case results, and performance outcome measures. Evaluate behavioral health problems and make recommendations based on observations.

Analyze problems, identify solutions, recommend, and implement methods, procedures, and techniques for resolution of issues. Assess and prioritize multiple tasks, projects and demands. Establish and maintain effective working relations with co-workers, other county employees and representatives from other city, county, state and federal agencies.

Operate a personal computer utilizing a variety of business software. Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.

Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education and Experience: Master's degree in social work, counseling, public health, health care administration, or a related field; and Three (3) years of progressively complex professional experience in overseeing quality assurance and performance of health care systems including at least one (1) year of supervisory experience. The 1 year of supervisory experience may be included in the three years of professional experience.

Certifications and Licenses: Applicants must maintain a clear criminal record. A position assigned to this class may require possession of a valid California Driver's License. Environmental Factors and Conditions/Physical Requirements PHYSICAL DEMANDS Mobility to work in a standard office setting and use standard office equipment, including a computer; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information; ability to lift, carry, push and pull materials and objects up to 10 pounds.

Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

WORKING CONDITIONS Office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. EQUIPMENT AND TOOLS UTILIZED Equipment utilized includes personal computer, fax machine, and standard office equipment.
