Location: 1919 Jacintoport Blvd Houston, Texas 77015
The Project Engineer is responsible for coordinating and managing all technical responsibilities on assigned capital and operational projects. This role ensures projects are delivered on time, within budget, and in strict accordance with safety and regulatory standards. The Project Engineer provides a critical field presence during execution and commissioning, serving as the focal point for technical problem-solving and process safety management.

Competencies
Knowledge of:
  • Mechanical, electrical, chemical, and civil engineering disciplines.
  • Process Safety Management (PSM) and Risk Management Plan (RMP).
  • OSHA regulations and plant safety standards.
  • Mechanical fabrication codes (ASME BPVC Section VIII, B31.3, B16.5, RTP-1).
  • Inspection codes (API 510, 570, 653).
  • Chlor-Alkali processes and compressed gas packaging.

Skill in:
  • Reading and modifying P&IDs, isometrics, and blueprints.
  • Utilizing AutoCAD and MS Office Suite.
  • Troubleshooting rotating equipment (pumps, seals, compressors).
  • Managing project documentation and technical specifications.
  • Verbal and written communication.
  • Directing others; providing performance feedback.
  • Handling pressure.
  • Basic mathematics, such as addition and subtraction of fractions and decimals

Ability to:
  • Deliver complex projects within tight budgets and timelines.
  • Influence and lead remote teams and local operators.
  • Respond to non-routine callouts and travel significantly (50%).
  • Identify and troubleshoot technical malfunctions.
  • Visualize relationships between complex piping and valve systems.

Major Duties/Critical Tasks Dependent on Structure and Size of Facility:
  • Coordinates technical responsibilities for projects ranging from in-kind replacements to greenfield installations ($5K-$5MM).
  • Oversees project compliance with OSHA and plant safety; leads Management of Change (MOC), Process Hazard Analysis (PHA), and Pre-Startup Safety Reviews (PSSR).
  • Maintains a strong presence on the plant floor during project execution, commissioning, and equipment troubleshooting.
  • Develops technical specifications for engineered equipment and manages all internal/external documentation.
  • Resolves technical problems and utilizes Enterprise Management Systems (SAP, D365, or Avantis).
  • Assists with equipment troubleshooting and serves as the primary contact for technical resolution.

Functional Behaviors:
  • Identifies malfunctions or performance gaps in a work environment through sensory observation.
  • Regularly inspects operating sites, equipment installations, and technical drawings.
  • Recognizes site alarms and safety signals.

Work Environment & Physical Demands
  • Field-Based / High-Activity (Not a remote or strictly office-bound position).
  • Exposure to excessive noise, extreme temperatures, vibrations, and various atmospheric conditions.
  • Works around hazardous materials including Bleach, Caustic, HCl, and Chlorine gas.
  • Requires a full range of motion, climbing ladders to examine equipment, and standing for long periods.
  • Frequently exerting force equivalent to lifting 50 lbs, and occasionally up to 100 lbs.

Position may require participation in community outreach activities and programs; public speaking and presentations to community/civic organizations may be expected
Travel required
  • Travel to other plants required based on business needs

Required Education and Experience
  • BS in Engineering (Chemical, Electrical, or Mechanical) Required.
  • 3-5 years in a chemical or petrochemical plant setting Required.
  • 2-3 years of experience in project engineering or project management Required.
  • Proven experience in a PSM-regulated environment Required.
  • Ability to travel up to 50% (including week-long commitments and non-routine callouts).
  • Pre-employment testing, drug screen, and physical exam Required.
  • Satisfactory criminal background check and MVR Required.

Preferred Qualifications
  • Familiar with mechanical fabrication codes such as ASME BPVC Section VIII, ASME B31.3, ASME B16.5, ASME RTP-1, and inspection codes such as API 510, API 570, API 653.
  • Familiar with basic rotating equipment troubleshooting such as pumps, seals, and compressors.
  • Familiar with Enterprise Management Systems such as SAP, D365, or Avantis.
  • Familiar with the Chlor-Alkali process (Chlorine, Sodium Hydroxide, Hydrogen, HCl, sodium hypochlorite) and/or compressed gas packaging.
  • Proficient in AUTOCAD.
  • Certifications in first aid, CPR, and Emergency Response Training (24-hour tech level).
