Job description

Under broad supervision, designs, codes, tests, modifies and debugs computer software.
Is seeking consulting services to assist with completing a priority project to migrate IBM Cognos reports to Microsoft Power BI along with additional Power BI dashboard development work within our Enterprise Data Management and Analytics (EDMA) team. Below are the core areas the consultant will work on:
The first priority is to migrate all production Cognos reports to Power BI.
Currently we have approximately 400 Cognos reports with Oracle databases serving as the data source. The Cognos reports are used to support data collections managed by EDMA team and self-service reports to support the USG system office. The consultant will be responsible for migrating Cognos reports by developing equivalent or enhanced Power BI dashboards.
All development work will follow established EDMA development practices and framework, organizational data governance policies and meet ADA Title II compliance requirements.
Local candidates strongly preferred but 100% remote is acceptable.
The consultant will be responsible for additional Power BI dashboard/report development and maintenance as assigned.
The consultant will provide production support for dashboards and reports including but not limited to data analysis, testing, issue resolution and enhancements.
The consultant will be responsible for creating consolidated Power BI usage reports and related metrics to support departmental and organizational needs.
The consultant will work with internal and external customers, business analysts, and team leads to analyze and evaluate user business problems, confirm and substantiate functional, technical and ADA Title II accessibility designs in Power BI, then provide recommendations and develop solutions to meet requirements.
The consultant will be involved in Power BI workspace architecture, security architecture as well as versioning and documentation processes.
Qualifications
Expert problem-solving skills, including debugging skills, identifying sources of issues in unfamiliar code or systems, and the ability to recognize and solve recurring problems and errors.
Advanced experience working with Oracle DBMS, PL/SQL, SQL.
Extensive experience with Microsoft Power BI, in designing and building lists, crosstabs, graphs, scorecards, metrics, filters, prompts, standard reports, and dashboards.
Experience with IBM Cognos
Experience working with Microsoft Fabric.
Knowledge of current and emerging data management and analytics technologies.
Ability to handle multiple tasks, balance priorities, and meet competing deadlines.
Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish team and customer rapport and work collaboratively with others to achieve project objectives.
Knowledge of higher education data with experience in student information systems preferred.
