Job description

SUMMARY OF POSITION Responsible for supervising Public Works full-time, part-time, and seasonal utilities maintenance personnel, and volunteers. Along with the Public Works Supervisor - Utilities Water Treatment, assists the Public Works Superintendent - Utilities in directing, planning and coordinating the administration of a comprehensive public works operation that will ensure the safe, economical and efficient operation of the City's Utilities Division. Assists with employee coaching, performance evaluations, and discipline.

Assists with budget preparation. Must be available for emergencies such as water breaks, SCADA alarms, snow and ice control, etc. ESSENTIAL DUTIES AND RESPONSIBILITIES Supervises maintenance division, including but not limited to determining priority of work projects; determining appropriate resources; coordinating projects with other departments and divisions; determining equipment needs; communicating policies and procedures; authorizing deviations from established policies or procedures; coordinating outside contractual work; and reviewing projects for satisfactory completion.

Schedules, assigns, directs and coordinates the daily operation, maintenance, and repair of the City's storm and sanitary Collection systems and the city 's water distribution system. Assists in scheduling repairs, replacements, ordering, returns and helps troubleshoot water meter issues Supervises the Gopher State One Call locating process for the City with respect to the utility system(s). Supervises maintenance personnel, including but not limited to coaching performance, selecting and developing staff training programs, performance reviews, and providing first level response to personnel complaints and concerns.

Responsible for compliance with the City's personnel ordinance and AFSCME contract and communicating and enforcing safety rules (may include attending safety committee meetings) and regulations and applicable department procedures. Assisting the Superintendent - Utilities with interviews and hiring recommendations for open positions. Recommends discipline for utilities maintenance personnel and administers verbal and written reprimands according to established procedures for actions including but not limited to violation of established safety rules, failure to follow City or department policies and procedures, insubordination, and failure to complete tasks and duties as assigned.

Assists in preparation of first draft of annual operating budget and Capital Improvement Plan (CIP). Determines necessary equipment, materials, and supplies to be purchased; plans purchase; and writes specifications. Collects and records data and information regarding infrastructure, facilities, operations and maintenance activities, vehicles, and equipment; prepares supporting information and documentation for activities, programs, and equipment.

Investigates and responds to resident, developer, and business questions and complaints. Updates and informs employees of current Public Works operations and/or changes in operations and coordinates communications with other supervisors. Utilizes technology applicable to the field and/or general operations and implements available technology to accomplish work tasks.

Prepare letters, memoranda, reports, and other communications as necessary to carry out responsibilities. Along with the Public Works Supervisor - Utilities Water Treatment, serves as 24-hour on-call supervisor for utility maintenance issues. Prepares annual work programs and annual reports.

Prepares and receives annual pricing/quotes for consumable parts and annual contracts. Assists in the management of telecommunication projects on city owned assets and property. Develop and tracks utilities maintenance performance measures.

Keeps Public Works Superintendent - Utilities informed of matters relevant to adequately perform the responsibilities of that position. Assists with the duties of the Public Works Superintendent - Utilities in his/her absence. Assists with the duties of the Public Works Supervisor - Utilities Water Treatment.

Assists other City departments as necessary. Performs other duties consistent with the tasks of the position and as may be assigned by the city. QUALIFICATIONS Minimum Requirements: High school graduation or equivalent.

Eight years of progressively responsible experience in a municipal utilities division. Demonstrated leadership and supervisory skills. Ability to effectively communicate in English both orally and in writing.

Working knowledge of appropriate safety regulations. Knowledge of and ability to use personal computers including Windows, Microsoft Word, Excel and GIS systems. Valid driver's license and excellent driving record.

Possess or be able to obtain and maintain Class B Water Operators Certification within 12 months of appointment. Possess or be able to obtain and maintain Class SA (A) Collection System (Operators) Certification within 12 months of appointment. Preferred Qualifications: Associate degree in Public Works Administration or related field.

Possess or be able to obtain and maintain Class B Minnesota driver's license within 6 months of appointment.
