NATURE OF WORK: This position will be responsible for the oversight and operational management of the Streets Division. This is a managerial position and the selected candidate will act with a high degree of independence, performing, delegating and monitoring work. Work involves planning, scheduling, and supervising employees to ensure the effective, efficient, and safe use of equipment to accomplish the work in a timely and cost-effective manner. Work includes prioritizing and scheduling multiple projects, participating in skilled maintenance and repair of streets, alleys, and determining materials, specifications and plans for equipment repairs and acquisition. Work consists of serving as a Snow Commander overseeing snow operations, developing programs for pavement maintenance, repairing streets, alleys and sidewalks, formulating short and long-term plans as they relate to the area of responsibility, motivating/managing staff, and responding to citizen inquiries and complaints.
ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
  • Oversees the day-to-day operations of street, alley, sidewalk maintenance services, leaf collection, and snow removal operations, ensuring efficiency and effectiveness.
  • Manages and supervises the division's personnel, evaluates work performance, and recommends disciplinary action when appropriate.
  • Plans and implements work schedule activities, including maintenance and repair of streets, alleys, and sidewalks to meet all necessary standards.
  • Prepares and manages budgets for streets division; monitoring expenditures and seeking cost-effective solutions.
  • Prepares and maintains a variety of records and reports.
  • Motivates employees using human relations skills and encourages teamwork.
  • Responds to inquiries of a technical nature; investigates complaints, initiates corrective measures.
  • Performs a variety of staff management activities, including, but not limited to, the evaluation of staff performance, preparation of payroll, conducting safety training activities, and development of new programs/activities, etc.
  • Responds to all after-hours emergency calls to determine the workforce and the level of response required.
  • Oversees the recruitment and selection process of assigned staff within the division.
  • Answers questions from the general public regarding Public Works issues, advises the public on proper procedures for filing related requests with City Council and/or any other City Boards or Commissions.
  • Inspects work in progress to ensure workmanship meets specifications and best practices.
  • Meets with citizens and community groups to present information and/or to obtain input on proposed public right-of-way or other Public Works programs.
  • Responds to and investigates customer and City Council concerns.
  • Works in coordination with the Project Management Supervisor to monitor the performance of Public Works maintenance projects.
  • Oversees 24/7 storm/emergency damage operations and assists in snow removal operations in the role of Snow Commander.
  • Attends and participates in the City Council meetings, Council committee meetings, neighborhood meetings, citizen committee meetings, conferences, meetings of the City management team, etc., as required.
  • Monitors and maintains the division budget under the direction of the bureau chief.
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS OF WORK:
  • Bachelor's degree in Public Administration or a closely related field, and five (5) years or more of public works work experience with two (2) or more years of work experience in a supervisory capacity. Ten (10) years of progressive work experience in a related field with (5) years in street maintenance management with (2) of those years in a supervisory capacity will be considered in lieu of a degree.
  • Must possess or be willing and able to obtain National Incident Management System (NIMS) ICS 100, 200, 300, 400, 700, and 800 Certification within 18 months of employment.
  • Must possess a valid driver's license and a safe driving record. A Class A or B Commercial Drivers License is preferred but not required.

KNOWLEDGE, SKILLS AND ABILITIES IN THE FOLLOWING AREAS:
  • Demonstrated skill in the assessment of training needs, and development and delivery of necessary training in the workplace.
  • Demonstrated ability to supervise staff.
  • Ability to work with diverse groups and individuals.
  • Knowledge of street maintenance management processes, local, state and federal regulations, and technologies.
  • Ability to read, understand, and develop detailed specifications for RFP and RFQ.
  • Excellent communication skills (oral, written, and presentation).
  • Must have an established track record of vision and innovation. Must possess a strong working knowledge of implementing program changes and extensive experience in street maintenance.Considerable knowledge of methods, practices, and principles of construction, maintenance, and repair of streets.
  • Considerable knowledge of modern snow and ice control methods, including anti-icing, pretreatment of salt, sidewalk snow removal, and cleanup operations following a storm.
  • Considerable knowledge of work rules and safety regulations.
  • Considerable knowledge of the methods, tools, equipment and necessary safety precautions used in Public Works Operations.
  • Thorough knowledge of OSHA and IDOL standards and precautions.
  • Knowledge of modern supervisory principles, including program planning, scheduling, coordination, and public relations.
  • Knowledge and ability to use common software, including Office, G Suite, GIS, CMMS, and other relevant software.
  • Ability to lead, motivate, and maintain positive working relationships with division staff.
  • Ability to provide orientation to new employees and trainees on work policies, procedures, and safe work practices.
  • Ability to schedule, assign, and reassign work according to deadlines and evolving priorities.
  • Ability to coordinate work schedules of all division employees.
  • Ability to help all Public Services Bureau staff resolve complex or difficult work problems.
  • Ability to inspect work performed by division employees and ensure that deficiencies are corrected.
  • Ability to keep paper-based and digital records of work performed, including materials, supplies, labor, and/or equipment used.
  • Ability to establish and maintain effective working relationships with peers, other supervisors, contractors, government officials, community organizations, and community members.
  • Ability to respond to community members in a friendly, courteous, and pleasant manner and with a customer service orientation.
  • Ability to communicate effectively, both orally and in writing. Ability to present at public meetings, including formal (City Council) and informal (public presentations, ward meetings, advisory board meetings, etc.)

PHYSICAL REQUIREMENTS OF WORK:
  • Ability to exert up to 50 pounds of force occasionally, up to 20 pounds frequently, and up to 10 pounds of force constantly to move objects; ability to move heavy objects (100 pounds or more) short distances.
  • Ability to work outdoors in various weather conditions such as extreme cold, high winds, rain, snow, sleet, high temperatures, humidity, and other uncomfortable conditions.
  • Ability to focus on small and distant objects, recognize the depth of objects, lift, bend, kneel, sit, or stand for long periods of time, work in confined spaces, and work outdoors at night with limited lighting.
  • Ability to walk or navigate over rough, uneven, or rocky surfaces.
  • Ability to work around chemicals, asphalt products, concrete, vehicle or equipment fumes, gases, dust, and dirt while following safety guidelines.
  • Ability to work on job sites with elevated noise levels and vibrations.

SUPERVISION: Work is performed with technical independence under the direction of the Manager of Field Services. Work may also involve providing skills enhancement training to Streets Division staff. Assignments are general in nature and can be in the form of verbal or written instructions as to the desired results, with the employee deciding the proper methods required to complete the work and being responsible for completing the work in accordance with City work rules and safety regulations. Work is checked at the completion of a project through observation, meetings, and feedback from the Bureau Chief and Manager of Field Services. Guidance is provided through rules and regulations, policies and procedures, Unified Work Rules, Union Contract, Personnel Rules, and OSHA. Work is evaluated at least annually for the safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance in accordance with classification standards. Additionally, work is evaluated for the quality of workmanship, timely completion of projects, and cost-effective resolution of construction or maintenance problems encountered.
PUBLIC CONTACT: The employee has regular contact with other City employees and with the general public to complete work requests. The employee may also have contact with part suppliers or vendors to order materials and with outside contractors.
