Job description
Under general supervision of the Public Health Director, independently carries out activities related to population health data collection/measurement, data analysis, presenting data, program planning, and evaluation based on data. Data is collected, aggregated, and analyzed for use in the identification of opportunities to improve population health. Utilizes statistical methodologies to extract, process, interpret, monitor, and evaluate data to establish departmental measures and to plan department initiatives. Upholds the principles of WIHCC’s Vision, Mission, and Value Statements. Maintains confidentiality of all privileged information at all times.

Essential Duties & Responsibilities:
- Maintains regular attendance and punctuality.
- Assures confidentiality of all information and records is maintained.
- Collects, analyzes, and interprets Public Health-related data to identify trends, that assist in evaluating effectiveness of the Public Health program interventions,
- Provides input, based on data, to inform policies, strategies, and interventions.
- Maintains and analyzes a variety of internal and external data sets to facilitate meaningful insights that are used to improve the effectiveness and timeliness of Public Health program initiatives.
- Use statistical methods and software to identify patterns, trends, and relationships within datasets to extract actionable insights to improve Public Health outcomes.
- Organizes measures and measurement plans, sets up databases, designs survey questionnaires, and develops survey sampling strategies.
- Prepares recurring, monthly, quarterly, and yearly reports.
- Create reports, presentations, dashboards, and visualizations to communicate findings for internal stakeholders, external stakeholders, and the community.
- Collaborate with other public health professionals, stakeholders, and community organizations.
- Collaborate with Navajo Nation Department Epidemiology Center, Navajo County Department of Health, and Arizona Department of Health.
- Reviews patient records, conducts concurrent and retrospective audits, and abstracts information as needed to guide the Public Health Department programs.
- Runs requested and ad-hoc reports using WIHCC’s RPMS systems.
- Assists with preparation of Annual Report.
- Assists with the development of reports related to abstract data and a dashboard of Public and Population Health items to be presented to the various committees.
- Provides other support as needed and required by the Public Health Department.
- Requires completion of tasks or duties assigned by a supervisor.

Minimum Qualifications:
Bachelor’s or Master’s degree in Public Health, Biostatistics, Mathematics, Computer Science, Accounting, Healthcare Administration, or related area. Three years of experience in data collection and analysis. One year experience in an accredited health facility preferred. Bilingual skills in English and Navajo language preferred. Must maintain a valid unrestricted and insurable driver’s license. Must successfully pass a background investigation and maintain suitable requirements for a Child Care position. This position is considered as a Child Care position, which requires a satisfactory background check investigation and is subject to the requirements of the Indian Child Protection and Family Violence Prevention Act, as amended (henceforth referred as the ICPFVP Act).

Physical Demands:

The employee frequently must stand, climb, balance, stoop, kneel, crouch, or crawl and may occasionally use taste or smell. The employee must occasionally lift and/or move objects weighing up to 50 pounds.
Work Environment:
Work is performed in an office setting or outdoor work environment with moderate noise levels. Work environment may involve exposure to physical risks, such as blood borne pathogens, hazardous chemicals, or operating potential dangerous equipment, and requires adherence to all safety protocols. Required work schedules may include evening, weekend, overnight shifts, extended hours, or irregular schedules as operational needs dictate.
As required by P.L. 93-638, absolute preference will be given to qualified Navajo applicants. If there is no qualified Navajo applicant, preference will be given to qualified American Indian applicants.
